<br />88 <br />Page 2 <br /> <br />Project Design Revisions <br />At the August 3} 2009 meeting Council held a public hearing and took action on two of <br />the four items before them. In their deliberations which occurred after closing the <br />hearing} Council provided direction to the applicant for revising the project design in the <br />following ways (refer to Attachment 2, August 3, 2009 Minutes): <br />. Creek Setback: Generally Council directed the applicant to increase the setbacks of <br />the homes proposed for Lots 1,2,3, and 4 which are located adjacent to the top of <br />the Cordilleras Creek bank. The plans as proposed indicated a minimum setback of <br />15 feet to top of bank. The City's storm water quality ordinance language (Ordinance <br />1130, Section 30) specifies 25 feet as a minimum setback which can potentially be <br />reduced if specified findings can be made. Council suggested that the revision did <br />not need to include an adjustment to a 25 foot minimum setback to top of bank, but <br />that more than 15 feet would be an improvement that they were looking for. <br /> <br />. Project Bulk/Mass/Density: Council discussed a range of approaches for increasing <br />the sense of spaciousness in the project design. No specific direction was provided <br />in terms of which measures to consider, however all of the following were mentioned <br />as possible means for resolving these concerns: reductions in home sizes and <br />heights; reductions in the number of units; and increases in space between buildings. <br /> <br />. Private Street Design: Council directed the applicant to improve the pedestrian <br />orientation of the private street and to consider the neighborhood context in its <br />design. Sidewalks were discussed but not determined to be a requirement. They <br />further sought assurance with respect to emergency vehicle access and adequacy of <br />guest parking. <br /> <br />The applicant met with City staff on October 2,2009 to convey and discuss "progress" <br />plans which they had been studying. Staff conducted a Plan Review Committee session <br />on October 6 to consider the modifications and made the plans available to the Finger <br />Avenue Pride Committee after that meeting. Based on input from commenting staff <br />members, the applicant prepared revisions with further clarifications. Those revisions are <br />attached to this staff report and include the following changes which were made to <br />address Council's direction (refer to Attachments 3 and 5, Vesting Tentative Map and <br />supporting documents): <br /> <br />. Creek Setback: Following the August 3 City Council meeting the setbacks to top of <br />bank were modified as follows: <br />Lot 1: No change (setback stays at 15 ft.) <br />Lot 2: Minimum setback increased to 18 feet from 15 ft. <br />Lots 3 and 4: Minimum setbacks increased to 20 feet from 15 ft. <br /> <br />. Project Bulk/Mass/Density: The plans retain essentially the same nine lot subdivision <br />layout with a private street. In addressing the comment regarding bulk, mass, and <br />density, the applicant has reduced home sizes and/or heights as follows: <br />Lots 2, 3, and 4: Home sizes reduced by 62 to 312 square feet, due to <br />increased setback from top of creek bank. <br />Lots 7 and 8: Home sizes reduced by 100 square feet each <br />
