Private Street Design: The one-way private street is still proposed under the revised <br />submittal, however it now includes a rolled curb between the asphalt street surface <br />and paved walkway on the private street as well narrowing of the private street in <br />three locations for the purpose of traffic calming and tree protection. Otherwise the <br />drivable surface will remain the same as the original proposal (22 feet). <br /> <br />In addition to the above summarized revisions, the applicant has also provided the <br />following additional modifications which are related to, but not specifically directed by <br />Council: <br />. Tree Preservation: After consulting with a tree moving company, the applicant is <br />now proposing on-site relocation of four trees previously slated for removal <br />(three palms and a young redwood) <br /> <br />Neighborhood Gateway/Identification Features: As a community benefit beyond the <br />scope of the project, the applicant has been studying concepts for off-site neighborhood <br />gateway identification features in three locations preliminarily proposed as follows: <br /> <br />1. Landscape gate way curb bulb-outs with trees columns and signage on <br />Avondale; <br /> <br />2. Landscape gate way curb bulb-outs with trees, columns and signage on Finger; <br /> <br />3. Landscaped traffic circle at the intersection of Finger Avenue and Hyde Street; <br /> <br />The intention for these features is to enforce a positive neighborhood identity, support <br />traffic calming and pedestrian orientation, and introduce new landscape features that <br />also reduce pavement area and allow for storm water reclamation. <br /> <br />If the City Council takes action to uphold both the applicant's appeal of the Planning <br />Commission's denial of the Planned Development Permit and also the appeal of the <br />Planning Commission's denial of the Vesting Tentative Map then the City Council should <br />make the appropriate findings of approval (Attachment 1) and incorporate the conditions <br />of approval (Attachment 4). If the City Council denies the appeals (and thus denies the <br />project), then it should make the appropriate findings of denial (also part of Attachment <br />1 ). <br /> <br />AL TERNA TIVES <br />. Deny the applicant's appeal and thereby deny the Planned Development Permit <br />and Vesting Tentative Map per the Planning Commission's action. <br />. Uphold the applicant's appeal and approve the Planned Development Permit and <br />Vesting Tentative Map. This action would result in approving the project as <br />revised. <br /> <br />FISCAL IMPACT <br />. None <br />
