<br />88 <br />ATTACHMENT 1 Page 8 <br /> <br />wide pedestrian walkway subject to the conditions of approval as set out in <br />Attachment 4. That pursuant to Redwood City Municipal Code Section <br />30.118.B, the City Council finds that this exception to the street width <br />standards is in the public interest. That pursuant to Redwood City Municipal <br />Code 30.69, the City Council finds the following: <br /> <br />a. The property is of such shape or size, or is affected by such topographical <br />conditions, or is subject to such title limitations of record that it is <br />impossible or impracticable for the subdivider to comply with the <br />requirement with which exception is taken. <br /> <br />The developer is proposing a one-way street with an incorporated <br />walkway. The City does not have an Engineering Standard for a one-way <br />private street. Thus, this finding can be reconsidered. Staff acknowledges <br />that a one-lane one-way street does not require 25 feet of roadway <br />surface width and conforming to the City's standard width for a two-way <br />private street would be excessive. <br /> <br />b. The exception is necessary for the preservation and enjoyment of a <br />substantial property right of the subdivider. <br /> <br />The property owner is requesting approval of a new type of private street - <br />a one-lane, one-way street. If the City Council determines that a one-way <br />street best serves the development and the community, then <br />consideration of an exception to the Engineering Standards is warranted <br />because the subdivider should be afforded special consideration for a <br />street type that the City does not have provisions for when that street type <br />is determined to be superior to other options for this case. <br /> <br />c. The granting of the exception will not be detrimental to the public welfare <br />or injurious to other property in the vicinity of the subject property. <br /> <br />With this exception, the subdivider will be able to design a better <br />subdivision (larger lots, increased setbacks, less impervious surface, <br />simplified traffic patterns with the one-way configuration, marked <br />pavement for pedestrians, and traffic calming) and other improvements <br />which wilt be a public benefit and not be detrimental to the public welfare <br />of injurious to other property in the vicinity. Both the Fire Department and <br />Engineering and Construction find the proposed one-way street design <br />acceptable for emergency vehicle use and for basic circulation needs. <br /> <br />VESTING TENT A liVE MAP <br />Recommendation: That the City Council approves the Vesting Tentative Map subject to <br />the following findings pursuant to Municipal Code Section 30.42: <br /> <br />Findinas: <br /> <br />4 <br />
