88
ATTACHMENT 1 Page 8

wide pedestrian walkway subject to the conditions of approval as set out in
Attachment 4. That pursuant to Redwood City Municipal Code Section
30.118.B, the City Council finds that this exception to the street width
standards is in the public interest. That pursuant to Redwood City Municipal
Code 30.69, the City Council finds the following:

a. The property is of such shape or size, or is affected by such topographical
conditions, or is subject to such title limitations of record that it is
impossible or impracticable for the subdivider to comply with the
requirement with which exception is taken.

The developer is proposing a one-way street with an incorporated
walkway. The City does not have an Engineering Standard for a one-way
private street. Thus, this finding can be reconsidered. Staff acknowledges
that a one-lane one-way street does not require 25 feet of roadway
surface width and conforming to the City's standard width for a two-way
private street would be excessive.

b. The exception is necessary for the preservation and enjoyment of a
substantial property right of the subdivider.

The property owner is requesting approval of a new type of private street -
a one-lane, one-way street. If the City Council determines that a one-way
street best serves the development and the community, then
consideration of an exception to the Engineering Standards is warranted
because the subdivider should be afforded special consideration for a
street type that the City does not have provisions for when that street type
is determined to be superior to other options for this case.

c. The granting of the exception will not be detrimental to the public welfare
or injurious to other property in the vicinity of the subject property.

With this exception, the subdivider will be able to design a better
subdivision (larger lots, increased setbacks, less impervious surface,
simplified traffic patterns with the one-way configuration, marked
pavement for pedestrians, and traffic calming) and other improvements
which wilt be a public benefit and not be detrimental to the public welfare
of injurious to other property in the vicinity. Both the Fire Department and
Engineering and Construction find the proposed one-way street design
acceptable for emergency vehicle use and for basic circulation needs.

VESTING TENT A liVE MAP
Recommendation: That the City Council approves the Vesting Tentative Map subject to
the following findings pursuant to Municipal Code Section 30.42:

Findinas:

4
