Arnold Schwarzenegger is expected to sign the legislation in the near future. <br /> <br />S8 67, passed by the Senate on Oct. 14 on a vote of 37-0, is the much-needed clean-up <br />measure which will enable our city to securitize the Proposition 1A property tax "loan" to the state <br />through California Communities. This program will allow participating local governments to avoid <br />any loss of local property tax dollars caused by the state's borrowing. The state is paying all costs <br />associated with the securitization of the loan. For more, see Page 2. <br /> <br />.................................... <br /> <br />GOVERNOR COMPLETES ACTION ON BILLS <br /> <br />Gov. Arnold Schwarzenegger released his final decision on hundreds of bills on Sunday, Oct. 11. <br />He had held the legislation hostage for weeks hoping that the Legislature would agree to a <br />comprehensive water package. In the end, a final agreement on water was not reached. Enough <br />progress was made however that the Governor said that he felt comfortable signing bills. Below is <br />a list of his actions on major bills tracked by the League. For more, see Page 2. <br /> <br />.................................... <br /> <br />GOVERNOR CALLS SEVENTH EXTRAORDINARY SESSION <br />TO ADDRESS CALIFORNIA WATER ISSUES <br /> <br />After several days of intense negotiations by legislative leaders, Gov. Arnold Schwarzenegger <br />called a special session late Sunday to continue working on California's water crisis. A water deal <br />had been a stipulation of the Governor's in exchange for evaluating legislation. He decided <br />several hours before the final deadline to sign or veto bills that enough progress had been made <br />by the Big 5 leaders on water for him to take action on bills. It was at that time that the Governor <br />called the Seventh Extraordinary Session to finalize work on water. For more, see Page 7. <br />
