<br />9A <br />Page 2 <br /> <br />'Senate' Continued from Page 1... <br /> <br />SB 65, passed by the Senate on Oct. 14 on a vote of 37-0, is a cash management bill that <br />includes the clean-up to accelerate the payback of local deferred Highway Users Tax Account <br />(HUTA) funds. These funds are critical for our local street maintenance, including storm clean up <br />and other activities. <br /> <br />Enroll Now: Nov. 6 Deadline Looms for Prop.1A Securitization Program <br /> <br />California Communities, the Joint Powers Authority authorized by the Legislature to execute the <br />securitization of the Prop. 1A loan, announced that as of Tuesday, 57 counties, 352 cities and <br />707 special districts had enrolled in the program. The total amount for cities and counties to date <br />enrolled in the program is $1.5 billion. <br /> <br />The interest rate for the Prop. 1A loan has been set by the Department of Finance at 2 percent. <br />Repayment from the state is due to local agencies that do not securitize by June 30,2013. <br /> <br />It is extremely important that cities interested in securitizing the lost amount of property tax <br />complete the required documents immediately. Bond counsel to California Communities, must <br />receive local agency approved and signed documents by Friday, Nov. 6. <br />Local agencies can enroll in the securitization program online at the California Communities Web <br />site at httos:/Iwww.osacommunities.ora/fs/aoosl?aoo=22. <br /> <br />SpeCific questions about the Prop. 1A Program can be directed to Proo1A(Q>.cacommunities,ora <br />or call (800) 635-3993, ext. 260. <br /> <br />Other Actions In Sacramento <br /> <br />In its brief one-day session this week in Sacramento. the Senate also took action on two other <br />bills of interest to California cities: <br /> <br />Redevelooment Grab Clean uo: The Senate approved AB 182, a clean up to AB X4 26, the <br />legislation that passed in July proposing the seizure of $2.05 billion in redevelopment agency <br />funds. <br /> <br />The constitutionality of the proposed take of redevelopment funds will be challenged by the <br />California Redevelopment Agency (CRA). <br /> <br />AB 182 expands the authority of redevelopment to borrow from existing affordable housing set- <br />aside funds, and includes a provision which authorizes agency hits to be calculated on a more <br />recent base year. Changing base years creates both winners and losers by increasing or <br />reducing an agency's potential hit, should CRA lose its lawsuit. To take effect, AB 182 would also <br />need to be approved by the Assembly. <br /> <br />Citv of Industrv NFL Stadium Bill: After a long debate, the Senate approved AB x3 81. a bill that <br />overrides a pending lawsuit filed under the California Environmental Quality Act against a <br />proposed NFL Stadium in the City of Industry. This bill awaits the Governor's decision. <br /> <br />Water Discussions Slow <br /> <br />After weeks of frenetic negotiations, momentum on negotiations over a potential water package <br />has slowed. Senate Pro Tern Darrell Steinberg (D-Sacramento) recessed the Senate but alerted <br />members that he may ask them to return soon. <br /> <br />'Bills' Continued from Page 1... <br /> <br />According to the Senate Local Government Committee, the Governor signed 632 bills, and <br />vetoed 257 bills. This represents the lowest number of bills chaptered, and the second highest <br />percentage of bills vetoed (27.52 percent), in the last 40 years. <br /> <br />2 <br />
