<br />The Governor's final action was consistent with 75 percent of the League's requests. Out of 39 <br />regular session bills, 29 decisions were consistent with the League's request, and 10 were not. <br /> <br />Further information on bills can be found on the Leagues Web site at www.cacities.ora/billsearch. <br /> <br />Top Priority Bills <br /> <br />AS 566 (Nava). Mobile home parks: conversion. <br />Request: Signature Result: Vetoed <br />Enables cities to consider the level of support among residents when deciding whether to <br />approve or disapprove the conversion of a mobile home park to resident ownership. Conversions <br />have different effects on different owners. This bill is designed to ensure that all residents have a <br />voice in a conversion decision. <br /> <br />SB 802 (Leno). Public contracts: retention proceeds. <br />Request: Veto Result: Vetoed <br />Removes the authority of public entitles to decide the appropriate amount of retention. This bill <br />would require that contract retention proceeds not exceed 5 percent of the payment of all <br />contracts entered Into after January 2010 between a public entity and an original contractor, <br />between an original contractor and a subcontractor, and between all subcontractors. These <br />provisions would sunset Dec. 31, 2013. <br /> <br />Other Bills with Positions <br /> <br />AB 14 (Fuentes). Vehicles: nuisance abatement: impoundment. <br />Request: Signature Result: Signed - Chapter 210 <br />Allows a city or county, or city and county, to enact a local ordinance permitting the impoundment <br />of vehicles declared as a public nuisance for no more than 30 days if the vehicle's owner is <br />arrested on charges related to prostitution or illegal dumping offenses, with one prior conviction <br />for those offenses. <br /> <br />AS 18 (Knight). Local government: city councils. <br />Request: Signature Result: Vetoed <br />Extends the appointment period to fill a city council vacancy from 30 days to 60 days and makes <br />polley for cities with at-large council elections consistent with the policy for cities with district- <br />based council elections. <br /> <br />AB 27 (Jeffries). Arson: aggravated: punishment. <br />Request: Signature Result: Signed - Chapter 71 <br />Extends the sunset date on sentencing provisions for aggravated arson convictions until 2014 <br />and increases the threshold of property damage or loss by $1 million dollars from current <br />threshold to reflect inflation. <br /> <br />AB 64 (Krekorian). Energy: renewable energy resources: generation and transmission. <br />Request: Veto Result: Vetoed <br />AS 64 and S8 14 (Simitian) were the Legislature's attempt to reform California's energy <br />generation and transmission system to achieve a 33 percent renewable portfolio standard (or 33 <br />percent of California's electric load by renewable resources) by 2030. The League opposed an <br />earlier version of this bill that included preemption of local energy facility siting. The Governor <br />vetoed both AB 64 and SB 14 because he felt that the two bills would make it "more difficult and <br />costly to achieve" a 33 percent renewable portfolio standard. Instead the Governor signed an <br />Executive Order in September directing the state Air Resources Board to adopt regulations to <br />meet the 33 percent standard. <br /> <br />AB 83 (Feuer). Torts: personal liability Immunity. <br />Request: Signature Result: Signed - Chapter 77 <br />Clarifies that "Good Samaritan" immunity protections apply to volunteer emergency responders <br />and laypersons that render emergency medical and non-medical care in good faith. <br /> <br />AB 144 (Ma).
