<br />Allows cities and counties to cite disabled parking placard misuse as a civil parking violation and <br />not just as a misdemeanor, providing a more time and cost-efficient alternative. <br /> <br />AS 210 (Hayashi). Green Building Standards. <br />Request: Signature Result: Signed - Chapter 89 <br />Clarifies in statute that local governments can amend state green building standards if the city <br />makes a finding that the amendments are reasonably necessary because of local climatic, <br />geological, or topographical conditions. While a number of cities have been amending state green <br />building standards, this is the first time the local authority is clarified in state statute. <br /> <br />AS 262 (Bass). American Recovery and Reinvestment Plan: energy activities, programs, or <br />projects. <br />Request: Signature Result: Signed - Chapter 227 <br />Originally contained language to conform the statute governing the California Energy <br />Commission's (CEC) implementation of the Energy Efficiency and Conservation Block Grant <br />program to federal guidelines. The language specifically authorized the CEC to allow ARRA fund <br />grantees to use up to 10 percent of the funds for grant administration. However, the originally <br />language of the bill was instead put into a budget trailer bill (AB 11 [Budget Committee]). AS 262 <br />was gutted and amended in June 2009 to provide the CEC with legislative direction on the use of <br />funds received by the Commission from the federal government under ARRA. <br /> <br />AB 286 (Salas). Vehicles: additional registration fees. <br />Request: Signature Result: Signed - Chapter 230 <br />Extends the repeal date of the local vehicle theft program by eight years, and, therefore, permits <br />the continuation of a $1 vehicle registration fee to fund the program until Jan. 1,2018. Also <br />requires an annual report from participating counties to the State Controller that includes <br />information on fees collected, expenditures, summary of vehicle theft abatement programs, and <br />other relevant information as determined by the State Controller. <br /> <br />AS 444 (Caballero). Land use: natural resources: transfer of long-term management funds. <br />Request: Signature Result: Vetoed <br />Authorizes state and local agencies to transfer endowment funds to relevant nonprofit agencies <br />for the management of prevIously transferred lands or easements. Current law does not explicitly <br />authorize the transfer of endowment funds to a nonprofit agency in order to effectively manage <br />the land or easement. <br /> <br />AB 469 (Eng). Sales and use taxes: qualified use tax payment. <br />Request: Signature Result: Vetoed <br />Improves the collection of use tax revenues owed to the state and local governments by <br />consumers and businesses through clarifications made to state income tax return forms. <br /> <br />AB 561 (Carter). Highway workers: assault and battery. <br />Request: Signature Result: Signed - Chapter 116 <br />Expands the definition "highway worker" to include a contractor under contract with the California <br />Department of Transportation or a city or county employee who performs maintenance, repair, or <br />construction of highways or local streets and road Infrastructure for the purpose of enhanced <br />penalties for assault or battery. <br /> <br />AB 576 (Torres). Vandalism: graffiti: recovery of costs. <br />Request: Signature Result: Signed - Chapter 454 <br />Allows governmental entIties responsible for repairing, replacing, or restoring graffiti vandalized <br />property to seek restitution for the damages. <br /> <br />AB 625 (Lieu). Novelty lighters. <br />Request: Signature Result: Vetoed <br />Prohibits the sale or distribution (or offering for promotion) of operable cigarette novelty lighters. <br />The intent of this bill is to keep children away from novelty cigarette lighters that mimic toys and <br />cartoon or children's characters. <br /> <br />AB 672 (Bass).
