<br />9A <br />Page 11 <br /> <br />The SEP guidelines and three solicitations are now available on CEC's Web site at <br />www.enerav.ca.aov/recoverv/seD.hlml. <br /> <br />Local governments and partnerships can immediately apply for the competitive solicitation. <br />Proposals are due by Nov. 19, 2009. <br /> <br />Additionally, CEC has schedule a pre-bid workshop on Oct. 20 at 9 a.m. The workshop will also <br />be available via WebEx. <br /> <br />For more information please visit CEe's Web site at www.enerav.ca.aov/contracts/2009-10- <br />20 ARRA notice.htm\. <br /> <br />Leverage Dollars with a Low Interest Loans <br /> <br />Combining an EECBG grant or SEP funding award with a low interest loan is a smart way for <br />local governments to make the most of available funding. The SEP Loan Program is now offering <br />a new one percent loan SEP/ECAA funded using ARRA monies in addition to their three percent <br />ECAA program funded from the existing state-funded loan program. Cities and counties are <br />encouraged to maximize their EECBG funds with a low interest loan. The application is available <br />on CEC's Web site at www.enerav.ca.aov/efficiencv/financinalindex.html. <br /> <br />California has been allocated $35.3 million ARRA funds to participate in the State Energy Efficient <br />Appliance Rebate Program (SEEARP). Four local governments- Marin County. Los Angeles, <br />Carlsbad and Hillsborough-have already taken advantage of the 1 percent loan for more than <br />$5.8 million to help leverage their block grants. <br /> <br />Green Jobs Can Fuel Communities Workforce <br /> <br />The nation's largest clean energy workforce training program, launched by Gov. The onlIne publication called Solar Powering <br />Your Community: A Guide for Local Governments is available on the Solar America Cities Web <br />site at www.solaramericacities.enerav .aov/GuideForLocaIGovemments. <br /> <br />Based on successful projects from across the nation. the publication offers best practices and <br />step-by-step instructions that can help local governments develop their solar programs and gain <br />environmental and economic benefits. The best practices outlined in the guide have been <br />designed to meet the needs of small and large local governments in a range of geographic areas <br />with recommendations that have been site tested in city across the country. <br /> <br />11 <br />
