REV: 08-25-2022 RL <br />For those existing services that are not provided on an hourly basis, Consultant shall rely <br />on the existing cost basis, which Consultant shall confirm with the Public Works Director <br />or their designee(s). For new services or existing services that require a new cost basis, <br />Consultant shall use industry practices or judgement to develop and recommend a <br />reasonable charge or tier of charges with confirmation from the Public Works Director or <br />their designee(s). <br />Deliverables: Consultant shall provide a development fee model. <br />These fees include but are not limited to: <br />* Existing Fees <br />•Wastewater Treatment Capacity Fee: for new connections to the sanitary sewer <br />system and recovers the cost of sewer capacity improvements and expansions <br />necessary to serve these new connections to the system. Consultant shall <br />consider connections from tributary sewer maintenance districts, where possible, <br />and review the appropriate section of the municode. Note SVCW treats the City’s <br />wastewater. <br />•Sewer System Capital Facilities Fee: to provide for the use and construction of <br />existing and future sanitary sewerage system capital facilities in accordance with <br />a capital improvements program. Consultant shall consider connections from <br />tributary sewer maintenance districts. <br />•Sewer Connection: for the City, as requested, to install a sewer lateral 1) if no <br />sewer lateral exists between the sewerage facilities and the property line of the <br />adjacent premises to be served, or 2) if the existing sewer lateral must be upsized. <br />Consultant shall consider connections from tributary sewer maintenance districts. <br />•Sewer Discharge Permit Fee: Consultant shall study and propose a fee to replace <br />the current $300 deposit to recover time spent by the City and SVCW to oversee <br />the various discharges into the sewer system. The fee should recover City and <br />SVCW costs, as well as wastewater treatment costs based on the wastewater <br />characteristics utilized by SVCW. Consultant shall consider connections from <br />tributary sewer maintenance districts. <br />•Special Benefit Reimbursement Fee: the cost of a new connection to a portion <br />of sewerage facilities that the City constructed as a new (and not replacement) <br />public sewer main which serves properties located on both sides or one side of the <br />street or public right-of-way in which such sewer line is located, from monies in the <br />Sewer Fund or any general funds of the City (including any proceeds of any bond <br />issue for which the general credit of the City is obligated). This fee appears in the <br />City’s Master Fee Schedule under Community Development Department, <br />Engineering & Transportation, A. Sewer Fees, 5. Special Sewer Fee (on page 9). <br />Consultant shall review both the municipal code and Master Fee Schedule to <br />provide their recommendation for any changes and consider ADUs in their <br />analysis. <br />•Water System Capital Facilities Fee: to provide for the use and construction of <br />existing and future water system capital facilities in accordance with a capital <br />improvement program.
