REV: 08-25-2022 RL <br />Consultant shall review and recommend changes to the appropriate chapter of the City’s <br />Municipal Code to reflect proposed fee adjustments, as applicable. <br />Deliverables: Consultant shall provide: <br />•Bi-weekly staff status meetings <br />•Brief memo of preliminary findings and recommendations <br />•Presentation to Utilities Sub-Committee <br />•Public hearing notice <br />•Draft and final reports <br />•Presentation at two community meetings <br />•Presentation to City Council for public hearing <br />•Recommended municipal code changes <br />Task 4 – Ad-Hoc Consulting Services <br />If work is requested by the Public Works Director or their designee(s) that is not included <br />in this agreement, prior to the start of any work under this task, Consultant shall develop <br />a draft scope of work and total estimated hours. Consultant shall obtain approval from the <br />Public Works Director or their designee(s) of the additional scope of work and cost before <br />proceeding. <br />Task 5 – Project Management <br />Consultant shall monitor schedules and budgets, conduct periodic status calls with City <br />staff regarding the progress of the project and other issues, and perform quality control <br />checks to peer review analyses and work products. Consultant shall also create project <br />progress reports and control reports for invoicing to track progress by task to ensure the <br />project is within budget. <br />Deliverables: Consultant shall provide monthly invoice and schedule updates and quality <br />control review. <br />Optional Task A – Pass-through Adjustment <br />If requested by the Public Works Director or their designee(s), to mitigate the impacts of <br />unanticipated increases in the cost of purchased water, Consultant shall develop an <br />SFPUC pass-through rate adjustment methodology to recoup the additional costs without <br />triggering a Proposition 218 protest process. The City will only be required to provide a <br />minimum 30-day notice of the change in water consumption rates to all rate payers, such <br />as through a bill insert. <br />Consultant shall build a pass-through model which summarizes the per-unit cost of <br />SFPUC water, which is included in each tier of the water rates that are adopted by the <br />City Council and the annual adjustment necessary to each tiered rate based on the actual <br />SFPUC per-unit cost of water, once the actual rates have been adopted by the SFPUC. <br />ATTY/AGR.2022.318/HF&H Consultants, LLC (Page 25 of 27)
