REV: 10-18-2022 RL <br />EXHIBIT “A” <br />SCOPE OF SERVICES AND FEE <br />Consultant will develop and administer job-related examinations for the Police and Fire <br />Department. Specifically, for the classifications of Fire Captain, Battalion Chief, and Police <br />Sergeant. <br />Consultant will identify the job-related knowledge, skills and abilities (KSAs) required <br />for successful job performance. These KSAs will be the performance dimensions <br />evaluated in the testing process. Consultant will determine focus areas for the exam <br />and establish KSA weights. <br />Consultant will place an extreme emphasis on test security. Consultant will create a <br />small group of subject matter experts (SMEs) from the prospective department to <br />assist in performing all the work. <br />Consultant will work closely with the relevant Department to design exercises and <br />facilitate test administration. Consultant will adhere to the proposed exam timeline. <br />Consistency with testing requirements and civil service regulations for the Redwood <br />City Fire and Police Department will be ensured. With the input of SMEs, consultant <br />will develop exams for the prospective Department with unique content that tests for <br />critical skills required of the Captain and Battalion Chief positions. <br /> Consultant will construct a custom-designed multiple-choice test with 100 items for <br />the Police Sergeant testing process. All items will be referenced to reading list <br />materials. All items will be reviewed with SMEs for appropriateness. Consultant will <br />research candidate challenges and recommend responses. Consultant will be <br />responsible for making test copies, administering and scoring the exam. <br /> <br />Consultant will organize assessment centers for the Fire Captain, Battalion Chief, and <br />Police Sergeant positions with a series of oral and written exercises, which measure <br />KSAs required for effective job performance. Consultant will develop the following <br />exercises in conjunction with SMEs from the Department: a written exercise, a role <br />play exercise, a structural oral, an emergency (Fire Department) or tactical (Police <br />Department) simulation unique to the relevant Department. Exercise content and <br />rating guidelines will be unique to the relevant Department. All exercise materials and <br />rating guidelines will be reviewed with SMEs. <br />Consultant will provide written orientation material to candidates before the exams. <br />Consultant will be available if requested by City for an oral orientation session. <br />Consultant will describe the basic principles of testing and assessment centers, <br />preparation strategies, and the different types of exercises to be expected. <br />ATTY/AGR.2022.338/Hargis & Associates (PD & FD Testing) (Page 11 of 13)
