Exhibit "A" <br />SCOPE OF SERVICES AND FEE <br />Through the Redwood City Coordinated Homeless Outreach Program, the City seeks to <br />support, expand, and enhance existing Redwood City homeless outreach efforts with <br />additional tools and innovative strategies to implement the "Resolving Encampment through <br />Effective Engagement" Pilot and to achieve functional zero homelessness in Redwood City. <br />The City acknowledges that Consultant will be sub -contracting other partner agencies <br />and/or organizations including, but not limited to, WeHOPE, Downtown Streets Team, <br />Street Life Ministries, and Nation's Finest to create an Inter -Agency Redwood City <br />Homeless Outreach Team. Consultant may sub -contract additional partners under this <br />agreement upon written approval by the Homeless Services Manager. <br />1. Scope of Work/Tasks <br />Consultant will: <br />A. Provide Coordination and Leadership: <br />• Hire or assign at least nine full time equivalents' to the Inter -Agency Redwood City <br />Homeless Outreach Team (employees of either LifeMoves or sub -contracted partner <br />agencies): <br />0 1 FTE Homeless Outreach Program Director <br />0 1 FTE Homeless Outreach Associate Program Director <br />0 3 FTE Homeless Outreach Workers <br />0 3 FTE Homeless Outreach Case Managers <br />0 1 FTE Housing Specialist <br />• Develop and implement the Redwood City Homeless Outreach Strategy in <br />partnership with the City's Homelessness Initiatives Unit including: <br />o utilization of Collective Impact approach; <br />o exploring lessons and best practices locally and elsewhere; <br />o addressing mental health, substance use, and trauma related issues that <br />impact unsheltered residents; <br />o collaborating to maximize the effectiveness of existing systems — utilization of <br />the Coordinated Entry System (CES), County Health System, Behavioral <br />Health and Recovery Services (BHRS), Healthcare for the Homeless, Aging <br />and Adult Services, and other county systems; and <br />o piloting innovative ways to address the issues, challenges, and barriers <br />identified along the way. <br />This is in addition to existing homeless outreach positions currently funded by other non -City funding <br />sources and assigned to Redwood City. <br />REV: 05-16-24 MI <br />ATTY/AGR.2024/Amend.
