REV: 10-25-2022 RL <br />Vulnerability Meeting: Consultant shall conduct a meeting with City Staff to present <br />a list of potential vulnerability locations and select high-value locations for further <br />consideration in the study. <br />Task 3 – Adaptation Strategies <br />Based on the shoreline reaches identified in Task 2.3, Consultant shall develop <br />adaptation strategies for each reach that aim to protect the residents and property of <br />Redwood City from the flood hazards of future sea-level rise. Consultant shall develop a <br />selection of conceptual measures tuned to each of the reaches identified in Task 2.3. <br />Measures may include physical barriers (e.g. levees, floodwalls). Consultant shall also <br />identify areas where flood protection is potentially compatible with nature-based <br />approaches, such as ecotone slope, coastal wetland buffer zones, and/or living <br />shorelines. <br />Consultant shall have up to three conceptual-level alternatives for consideration for each <br />shoreline reach, and Consultant shall evaluate the conceptual performance of alternatives <br />based on cost-effectiveness, flood reduction efficacy, and overall feasibility (permitting, <br />institutional/public acceptance, etc.) on a qualitative basis. Consultant shall also <br />recommend tie-ins between City reaches, and where appropriately, likely flood protection <br />measures in adjoining cities. Consultant shall develop costs at a rough-order-of- <br />magnitude (ROM) scale. Cost estimates shall include the following: <br />Costs of construction, with an appropriate level of contingency <br />Estimate of design, permitting, mitigation, and regulatory compliance costs, as well <br />as the cost of potential supplemental tasks which may be required in future design <br />phases <br />Consultant shall also identify missing or incomplete information that may <br />significantly affect estimated costs as soon as possible <br />Deliverables <br />Consultant shall draft a PowerPoint presentation of conceptual schematics for <br />identified alternatives for City Staff review, which shall include conceptual <br />comparison of alternatives, including ROM costs <br />Alternatives Meeting: Consultant shall present a list of candidate flood <br />management measures and alternatives for each of the locations identified earlier <br />and recommend a limited subset for further consideration in the study. <br />Consultant shall prepare a final draft of adaptation measures that shall address <br />City Staff comments during the Alternatives Meeting and be incorporated in the <br />Study Report. <br />Task 4 – Study Report <br />Consultant shall synthesize and present all study findings in a report, as previously <br />documented in memos and presentations. The report shall have an executive summary <br />and summarize the methodology, sea-level rise vulnerabilities, and recommended <br />adaptation strategies. The report shall also include all information compiled or generated <br />through the study, including study sources and data, vulnerability assessment, proposed <br />ATTY/AGR.2022.381/Environmental Science Associates (Page 13 of 17)
