REV: 01-25-23 JB <br />EXHIBIT “A” <br />SCOPE OF SERVICES AND FEE <br />SCOPE #1: <br />Consultant shall provide pre-demolition hazardous materials survey of Secondary Maple <br />Street Shelter Building located on Maple Street in Redwood City, CA. <br />PREPARATION OF PRE-DEMOLITION HAZARDOUS MATERIALS SURVEY: <br />Consultant shall prepare an assessment for asbestos, lead, and other potential <br />hazardous materials in the path of construction such as universal wastes (UW), <br />polychlorinated biphenyls (PCB), and ozone depleting chemicals, will be performed. The <br />hazardous materials assessment will be performed in adherence with applicable federal, <br />state and local regulations. Consultant will visually survey all accessible structural, <br />architectural and mechanical systems in the path of demolition/construction areas for the <br />presence of these materials. <br />1. Consultant’s Asbestos assessment will include the collection of up to seventy (70) <br />bulk samples. Samples will be submitted to an accredited laboratory and analyzed <br />for asbestos content by Polarized Light Microscopy with a 48 hour turnaround. <br />Subsurface materials are excluded. <br />2.Consultant’s Lead construction screening assessment will include an XRF <br />screening of representative painted and coated surfaces for evaluation of lead <br />levels. This will not be a surface by surface inspection as outlined in the U.S. <br />Department of Housing and Urban Development (HUD) Guidelines for the <br />Evaluation and Control of Lead-Based Paint Hazards in Housing pursuant to Title <br />X of the Housing and Community Development Act of 1992. Additionally, <br />Consultant will collect and analyze up to three (3) bulk samples of representative <br />painted and coated surface for evaluation of lead levels prior to construction <br />activities. Samples will be submitted to an accredited laboratory for analysis by <br />Flame Atomic Absorption (FLAA) with a 48 hr. turnaround time. Destructive <br />sampling will be necessary to collect bulk samples <br />3. Consultant will also conduct a visual assessment to identify other potential <br />regulated materials or environmental hazards within or on the structures. This <br />visual assessment will include identifying items that could contain PCBs such as <br />ballasts and transformers, Universal Waste materials such as non-incandescent <br />lamps and batteries, mechanical devices that contain ozone depleting chemicals <br />such as water fountains and HVAC systems, and devices that could contain low- <br />levels of radiation such as smoke detectors and exit signs. <br />No samples will be taken of these materials. <br />ATTY/AGR.2023.014/Vista (Maple Street Shelter) (Page 11 of 14)
