REV: 01-19-23 JB <br />EXHIBIT “A” <br />SCOPE OF SERVICES AND FEE <br />Consultant shall complete the following tasks: <br />TASK 1. CONDITION APPRAISAL <br />Consultant shall perform an initial condition assessment of the structures and then prepare a <br />comprehensive and cost-effective restoration program. The condition assessment will identify the <br />existence, nature, and extent of the distress of various representative, exposed elements of the structure. <br />A visual review and limited non-destructive testing will be utilized to develop the maintenance repair <br />program. The Consultant’s conceptual restoration program will identify and prioritize repairs for the <br />structure. The deliverables will include a report (in PDF format) that will focus on the current condition of <br />the Marshall (750 Marshall Street, Redwood City) and Jefferson (850 Jefferson Avenue, Redwood City) <br />Garages, a program to implement needed conceptual repairs for the structure, and the Consultant’s <br />opinion of probable costs for the recommended conceptual repairs. Consultant will prepare the following <br />work for Task 1: <br />1. Review available original construction drawings, shop drawings, specifications and <br />engineering/testing reports provided to consultant, to familiarize consultant with the type of <br />construction and waterproofing systems initially specified. Consultant will also review available <br />documentation regarding current and previous repairs performed on the parking structure. <br />2. Review drawings and specifications of the previous repairs and renovations performed, if any. <br />3. Conduct a field evaluation of the parking structure to document the current physical condition <br />of structural and waterproofing elements. This will include visual observations to review the <br />following elements: <br />a. Floors, columns, beams, walls, ceilings and other structural elements. The visual review <br />will document noticeable distress such as cracks, leaks, spalls, scaling, joint deterioration, <br />expansion joints, and other similar adverse conditions. In addition to documenting the <br />nature of noticeable adverse conditions, this review will be utilized to project restoration <br />quantities. <br />b. Stair towers. <br />c. Other elements that are noted during the field evaluation. <br />4. Identify potential structural or safety-related conditions, if any. The City will be notified <br />immediately if any safety-related conditions are identified. <br />5. Perform limited non-destructive testing on various structural elements. Tests that will be <br />considered are as followed: a. Chain drag delamination survey of selected areas of the supported <br />floor surfaces to determine areas of concrete delamination (if any) and to estimate quantities for <br />concrete floor repair. <br />b. Localized concrete rebar detection using nondestructive methods (if necessary) at <br />selected locations to confirm the typical depth of reinforcement and top surface concrete <br />cover. <br />ATTY/AGR.2023.002/Walker Consultants (Downtown Garage Analysis) (Page 11 of 13)
