REV: 03-10-23 JB <br />EXHIBIT “A” <br />SCOPE OF SERVICES AND FEE <br />1. Project Kickoff <br />In this task, the Consultant will hold a virtual project initiation and kickoff meeting <br />with the City’s project steering committee and appropriate departmental and <br />divisional personnel. During this kickoff, the City will share the study goals, desired <br />scope of service objectives, and potential comparative jurisdictions. As a result of <br />this project initiation, the Consultant will finalize the project schedule, data <br />collection instrument, updated project task plan (if necessary), and determine who <br />the primary point of contact is with the City. Upon finalization, Consultant will begin <br />scheduling interviews. <br />Task Deliverable: The Consultant will develop a kickoff meeting agenda and minutes. <br />The Consultant will provide a project schedule, data collection list, and updated work <br />plan (if necessary) to the City’s project coordinator and schedule initial interviews with <br />staff. <br /> <br />2. Develop an Existing Condition Assessment <br />This task is divided into four subtasks: 1) Existing operations assessment, 2) external <br />stakeholder feedback, and 3) analysis of cost recovery / general fund / CIP budget <br />allocation. <br />(1) Internal Existing Condition Assessment. <br />To evaluate the operations and processes of engineering, transportation, and planning, <br />Consultant will develop an in-depth understanding of the key issues impacting and <br />shaping service requirements for the community. To develop this perspective, Consultant <br />will conduct interviews with staff, City management and other staff/officials who are <br />involved in various activities of these three teams. <br />These interviews will focus on understanding and documenting the following areas: <br />• Adequacy of service levels and gaps in existing levels of service. <br />• Goals and objectives for the delivery of services for each division. <br />• Document technical skill set, training, and certifications of staff. <br />• Adequacy of management systems and technology and the extent to which <br />managers utilize this information to make meaningful service decisions. <br />ATTY/AGR.2023.044/MATRIX CONSULTING GROUP (Matrix Org Study for Planning & Engineering) (Page 11 of 19)
