REV: 03-10-23 JB <br />• Outsourcing philosophy of the department, the services that are currently <br />outsourced and additional candidates for alternative service delivery especially to <br />meet peak workload demands. <br />• Identification of relevant workload for staff in each functional area. <br />• Understand the current technology systems and utilization for each team. <br />Next, Consultant will develop a detailed description of the services provided by each <br />operational entity. The Consultant’s focus will be on how services are delivered, staffed, <br />and managed, as well as the costs associated with the delivery of those services. The <br />development of this detailed description will be based on interviews as well as on the <br />collection of operating information and data, including the following: <br />• The current organization of each division and team: <br />– The structure and functions of each division and unit. <br />– The staffing levels of each division. <br />– Supervisor to staff ratios of each division. <br />– The basic job responsibilities of staff. <br />• Documentation of all key operations: <br />– Service scope and content. <br />– How staff are scheduled and deployed. <br />– Workload data and base service levels. <br />– The extent of any contracted services by type, size, and cost. <br />• Documentation of management systems to support divisional operations: <br />– Organizational business processes and procedures; and <br />– Performance monitoring systems. <br />• Document current performance targets related to major services areas. <br />• Document the current coordination mechanisms and procedures in place to <br />coordinate service delivery among different departments and divisions. <br />• Document how operations, processes, and workload has changed recently. <br />Once initial data collection activities have been completed, the Consultant will prepare a <br />summary descriptive profile that presents Consultant understanding of the current <br />organization, staffing, and operations of the engineering, transportation, and planning. <br />Task Deliverable: An existing conditions profile summarizing the current staffing levels, <br />roles, supervisor ratios, workload, and technology profile for the engineering, <br />transportation, and planning operations of the Community Development and <br />Transportation Department. <br />ATTY/AGR.2023.044/MATRIX CONSULTING GROUP (Matrix Org Study for Planning & Engineering) (Page 12 of 19)
