The <br />final fiscal impact will be incorporated into the draft recommendations analysis. <br />Task Deliverable: Analysis of staff time by budget type (cost recovery, general fund, and <br />capital improvement). <br />3. Organizational and Operational Assessment and Comparative <br />Analysis <br />This task will include two subcomponents in order to perform a comprehensive <br />assessment. The first subtask will include a best practices and comparative assessment. <br />The second subtask will be an operational and organizational assessment of current <br />building services and code enforcement operations. <br />(1) Best Practices and Comparative Assessment <br />In this task, the Consultant will utilize a best management practices assessment and a <br />comparative survey to evaluate staffing, organizational structure, supervisor ratios, <br />productivity, processes, policies, use of technology, management planning, as well as <br />many other dimensions of organizational performance for development review functions. <br />To accomplish this, consultant will undertake the following: <br />A. Best Practice Assessment: Evaluate the services provided by the three <br />functional areas regarding organization composition, <br />roles/responsibilities, technology, staffing approaches, and operational <br />activities in the context of best management practices in the profession. <br />Evaluate the services provided by the three functional areas in regard to <br />organization composition, roles/responsibilities, technology, staffing <br />approaches, and operational activities in the context of best <br />management practices in the profession. <br />The best practice assessment will include the identification of areas <br />where the City currently meets or exceeds the best practice. The <br />analysis will also identify areas where current gaps and shortcomings <br />exist and therefore present opportunities for improvement of existing <br />operations. The best practice assessment will clearly identify major <br />operational issues and will include preliminary analysis of applicable <br />workload and process data.
