REV: 03-10-23 JB <br />B.Comparative Assessment: The Consultant will conduct a comparative <br />assessment of up to six other similar municipal organization. City will <br />approve final list of comparable municipal organizations chosen. <br />Consultant will compare the service delivery model, organizational <br />structure, supervisor ratios, funding approaches, performance timelines, <br />technology utilization, and other organizational characteristics to current <br />Redwood City operations. The comparative survey will provide insight <br />regarding how the City compares to other city organizations and identify <br />areas for further inquiry for potential modification to enhance efficiency <br />and effectiveness of service delivery utilization. <br />A summary of the findings from these two efforts will be developed as an interim <br />deliverable and shared with the City’s project work group. The results of this task will <br />provide a strong understanding of current strengths of the organization and a listing of <br />potential improvement opportunities for further evaluation in later tasks. <br />Task Deliverable: An evaluation of Department practices compared to best practices <br />and comparable jurisdictions and a summary of issues identified from this. <br />(2) Organizational and Operational Assessment <br />This subtask involves an evaluation of workload, staff utilization, work practices, <br />technology use, service levels, staffing levels, organizational structure, and hiring <br />practices. Consultant will address these issues by employing several different <br />approaches, such as those outlined below: <br />•Evaluate the adequacy of major work practices utilized by each division. This <br />analysis will include the review of divisional workload. Additional analysis will focus <br />on the identification of opportunities to streamline internal processes and <br />assignments as well as work practices to increase productivity and/or enhance <br />their effectiveness. Also, Consultant will identify the degree to which key projects <br />or work tasks are not being accomplished due to lack of staff and assess the extent <br />to which tasks could be absorbed through streamlining of work process, if at all. <br />Also, analysis will focus on defining specific roles of various staff each division. <br />•Evaluate customer service including internal and external customers. The <br />Consultant will analyze the level of service provided to both internal and external <br />customers. The Consultant will address coordination between divisions for the <br />various business processes and approach used for public outreach and education. <br />•Evaluate current technology systems. This task will focus on understanding <br />and assessing current technology systems utilized by the City.
