REV: 03-10-23 JB <br />evaluate the current software suites to evaluate how effectively all functionalities <br />of the software have been implemented, degree to which GIS is implemented and <br />utilized, how mobile and handheld devices are used in the field, and the degree to <br />which current systems result in efficient information-sharing and elimination of <br />duplicative input. Consultant will also evaluate how proposed changes to the use <br />of technology may impact efficiencies and operations and identify any current <br />issues related to accessibility and training related to the use of technology. <br />•Identify impediments for current processes and identify process <br />improvements. The Consultant will evaluate current processes, laws and <br />regulations to identify issues that are driving any inefficiencies in staffing or <br />processes or other issues that impact the efficiency of the various plan review and <br />inspection processes. This task may result in alternative process approaches that <br />will streamline current work approaches. Analysis will also include identification of <br />processes that may require potential policy/ordinance changes that may be <br />required for implementation. Finally, the Consultant will assess the impact of <br />technology and organizational changes on the various work processes. <br />•Review scheduling and overtime practices. In this subtask the Consultant will <br />review historic overtime use, scheduling practices, and appropriate <br />policies/procedures. Recommendations may focus on modifications to adopted <br />policies and procedures for scheduling and overtime practices and alternative <br />approaches to maintain desired service levels and work/life balance. <br />•Evaluate staff resources. In this analysis, Consultant will evaluate the existing <br />and projected workload to identify the staffing resources needed to complete these <br />work tasks in respect to desired service levels. This will include a review of both <br />internal and contracted staffing resources and to process both consistent and peak <br />workload times. Staffing resources will be identified by position. <br />•Assess how each division is organized. The Consultant will evaluate the overall <br />plan of organization for the three divisions included in this study. Consultant will <br />utilize a number of principles in the evaluation of organizational structure including: <br />- Does the approach to organizing development foster accountability and are <br />supervisor spans of control appropriate and consistent? <br />- Does the current organizational structure provide adequate <br />communication and coordination and enhance shared knowledge? <br />- Do the plans of organization enable staff to provide better public service. <br />- Is there consistently between organizational structure, employee <br />classification, and roles and responsibilities between divisions? <br />ATTY/AGR.2023.044/MATRIX CONSULTING GROUP (Matrix Org Study for Planning & Engineering) (Page 16 of 19)
