REV: 03-10-23 JB <br />The result of this analysis will be a proposed organizational structure for each <br />division to meet service demands. <br />•Analyze hiring, retention, and training practice. The Consultant will evaluate <br />current practices associated with the hiring and retention of each division’s staff. <br />The Bay Area is highly competitive with regard to the hiring and retention of <br />engineers, inspectors, planners, and other technical staff. The public sector has <br />to compete not only with other municipalities but with consultants. The Consultant <br />will review current practices, policies, and procedures to identify opportunities to <br />improve hiring, retention, and training practices for each division. <br />In conjunction with earlier interviews, data collection and the best practice assessment <br />described in previous tasks, the Consultant will, at this juncture, be able to evaluate the <br />efficiency of performance of current tasks and determine which of these should continue <br />to be performed by internal staff, and those that should either be outsourced or <br />discontinued, and the policy or process changes needed to increase consistency or <br />increase the efficiency and effectiveness of the services provided. <br />Task Deliverable: A summary of the analysis and key findings in work practices, policies <br />and procedures, service levels, customer service, operations, technology, <br />organizational structure, staffing allocation resources, and employment practices. <br />4. Recommendations and Associated Fiscal Impacts <br />Recommendations will focus on opportunities for improvement related to organizational <br />structure, streamlining work practices, innovation, meeting established service levels, and <br />staffing resource allocations to process current and projected workloads. <br />Additionally, analysis and recommendations will focus on the retention of City staff in the <br />highly competitive building services market in the Bay Area. Recommendations may <br />include the evaluation of alternative service delivery models that may enhance <br />operational approaches, reduce staffing needs, and help with the recruitment and <br />retention of employees. Finally, analysis and recommendations will be provided related <br />to succession planning and equipping staff with the necessary skillsets for their position. <br />For each recommendation presented, the Consultant will determine the associated fiscal <br />impact (cost recovery, general fund, or CIP budgets). Including initial and on-going cost <br />(or savings) associated with the recommendation. In addition to the fiscal impact of each <br />recommendation, the Consultant will identify the staff lead for implementation of each <br />recommendation, the timeline for implementation, and the degree of difficulty of <br />successful implementation.
