The accessibility of off-street parking areas and the relation of parking <br />areas with respect to traffic on adjacent streets. <br />The development includes two levels of underground parking accessed on <br />Heller Street which is a secondary street with lower traffic volume than the <br />primary street, Main Street. This reduces potential traffic impacts on <br />adjacent streets. <br /> <br />g. The reservation of landscaping areas for the purposes of separating or <br />screening service and storage areas from the street and adjoining <br />building sites, breaking up large expanses of paved areas, separating <br />or screening parking lots from the street and adjoining building sites, <br />and separating building areas from paved areas to provide access from <br />buildings to open space areas. <br />The project does not include parking, service or storage areas outside the <br />building. The service and storage areas are located inside the building, <br />which screens them effectively from adjoining building sites. The open area <br />near the residential entrance to Pennsylvania Avenue provides access from <br />buildings to open space areas. <br /> <br />h. In the case of any commercial or industrial structure, the review <br />authority shall consider its proximity to any R District and shall <br />consider the effect of the proposed structure upon the character and <br />value of the adjacent R District area. <br />The project is adjacent to the R-4 Residential Zoning District, and there are <br />multifamily uses and a church (quasi-public use) in proximity to the project <br />site. The proposed mixed-use structure provides high quality architectural <br />design that enhances the visual appearance of the vicinity and the value of <br />the adjacent R-District area. <br /> <br /> <br />
