ATTY/RESO.0034/PC RESO RECOMMENDING CEQA APPROVAL – 505 E. BAYSHORE – EXHIBIT A
REV: 05-12-23 JB
sequence that was followed to construct a cap over the soil, and a Cap Maintenance
Plan to ensure the cap integrity is maintained throughout the life of the development.
This finding is based on the entire record of proceedings for the Project, including but
not limited to the discussion and analysis set forth on pages 111 through 139 of the
DEIR, which includes a full statement of the impact and applicable mitigation measures
and is hereby incorporated herein in its entirety.

4. Transportation and Traffic Impacts TRN-1: The project would conflict with
adopted plans for bicycle lanes on E. Bayshore Road.

Mitigation Measures. Mitigation Measure TRN-1.1 will be implemented for
the Project as provided in the MMRP.

Findings Regarding Impact TRN-1. The City Council hereby finds that
incorporating the requirements of Mitigation Measure TRN-1.1 into the Project would
sufficiently reduce Impact TRN-1 such that these potential impacts would be less than
significant, because this mitigation measure requires on-street improvements along the
project frontage to incorporate the planned bicycle lanes on E. Bayshore Road. This
finding is based on the entire record of proceedings for the Project, including but not
limited to the discussion and analysis set forth on pages 184 through 197 of the DEIR,
which includes a full statement of the impact and applicable mitigation measures and is
hereby incorporated herein in its entirety.

5. Transportation and Traffic Impacts TRN-2: The project generated home-based
VMT per capita is 13.4, which is greater than the threshold of 10.5 for residential
uses. Without measures to reduce VMT, the project would have a significant impact
based on the project generated VMT.

Mitigation Measures. Mitigation Measure TRN-2.1 will be implemented for
the Project as provided in the MMRP.

Findings Regarding Impact TRN-2. The City Council hereby finds that
incorporating the requirements of Mitigation Measure TRN-2.1 into the Project would
sufficiently reduce Impact TRN-2 such that these potential impacts would be less than
significant, because this mitigation measure requires the development of a TDM plan
to demonstrate that VMT associated with the project is reduced to a level less than or
equal to 10.5 miles per capita. The TDM plan shall be submitted to and approved by
the Community Development and Transportation Department and monitored annually
to gauge its effectiveness in meeting the required VMT reduction. This finding is based
on the entire record of proceedings for the Project, including but not limited to the
discussion and analysis set forth on pages 184 through 197 of the DEIR, which includes
a full statement of the impact and applicable mitigation measures and is hereby
incorporated herein in its entirety.

6. Transportation and Traffic Impacts TRN-C: The project would not result in a
cumulatively considerable contribution to a significant transportation impact.
