The City Council hereby finds that <br />incorporating the requirements of Mitigation Measure HAZ-1.1 and BIO-6.2 into the <br />Project would substantially lessen the severity of Impact BIO-6, such that this potential <br />impact would be less than significant, because these measures will require the <br />preparation of a Site Management Plan for the project site to be implemented by the <br />applicant and its contractors to the satisfaction of relevant oversight agencies to ensure <br />sufficient minimization of risk to human health and the environment is completed. This <br />finding is based on the entire record of proceedings for the Project, including but not <br />limited to the discussion and analysis set forth on pages 111 through 139 of the DEIR, <br />which includes a full statement of the impact and applicable mitigation measures and is <br />hereby incorporated herein in its entirety. <br /> <br />2. Hazards and Hazardous Materials Impact HAZ-2: The project could create a <br />significant hazard to the public or the environment through reasonably foreseeable <br />upset and accident conditions involving the release of hazardous materials into the <br />environment. <br /> <br />Mitigation Measures. Mitigation Measure HAZ-1.1 will be implemented for <br />the Project as provided in the MMRP. <br /> <br />Findings Regarding Impact HAZ-2. The City Council hereby finds that <br />incorporating the requirements of Mitigation Measure HAZ-1.1 into the Project would <br />substantially lessen the severity of Impact HAZ-2, such that this potential impact would <br />be less than significant, because these measures will require the preparation of a Site <br />Management Plan for the project site to be implemented by the applicant and its <br />contractors to the satisfaction of relevant oversight agencies to ensure sufficient <br />minimization of risk to human health and the environment is completed.
