If the mitigation lands are suitable for <br />multiple species and habitats, then the project applicant may <br />rely on such lands to mitigate impacts to multiple species <br />and habitats. The Habitat Mitigation and Monitoring Plan <br />will be prepared by a qualified ecologist and will include the <br />following: <br /> <br /> <br />• A summary of habitat impacts and proposed acres of <br />habitat conservation; <br />• The location of habitat conservation and <br />enhancement site(s), and description of existing site <br />conditions; <br />• A monitoring plan (including performance criteria, <br />methods, data analysis, reporting requirements, and <br />schedule). At a minimum, performance/success <br />criteria will include demonstration of the presence <br />of suitable habitat for the salt marsh harvest mouse, <br />and no more than five percent invasive species by <br />cover by year five. <br /> <br />The project applicant will also ensure adequate resources, <br />including funding to implement the mitigation, maintenance, <br />and monitoring of the mitigation lands. <br /> <br />The HMMP shall be submitted to the Director of the <br />Community Development and Transportation Department <br />for review and approval prior to issuance of building permits
