Mitigation may <br />be satisfied through project-specific conservation and <br />management of suitable habitat occupied by these species <br />and/or the purchase of credits at a conservation bank that <br />provides suitable habitat for salt marsh harvest mouse. The <br />conservation bank does not necessarily need to be approved <br />by the CDFW for salt marsh harvest mouse mitigation as <br />long as it provides suitable habitat for the species in an area <br />expected to support the species (e.g., the San Francisco Bay <br />Tidal Wetlands Bank in Redwood City would be <br />appropriate). The project proponent shall submit proof of <br />purchase of mitigation credits to the Director of the <br />Community Development and Transportation Department <br />for review and approval prior to issuance of grading permits. <br /> <br />If compensatory mitigation is provided through project- <br />specific conservation and management of suitable habitat, <br />the project applicant will provide the mitigation at a 2:1 <br />(mitigation: impact) ratio on an acreage basis for permanent <br />impacts to suitable habitat. If compensatory mitigation is <br />provided through the purchase of credits at an approved <br />conservation bank, mitigation will be provided at a 1:1 <br />(mitigation: impact) ratio for permanent impacts. <br /> <br />If the project applicant provides mitigation through project- <br />specific conservation and management of suitable habitat, <br />the project applicant will prepare a Habitat Mitigation and <br />Monitoring Plan describing the proposed mitigation lands <br />for conservation/management, and monitoring that will <br />grading permits. For project- <br />specific conservation and <br />management of suitable <br />habitat, prior to issuance of <br />building permits for the <br />portions of the project <br />impacting muted tidal marsh <br />habitat. <br />Development and <br />Transportation <br />Department or the <br />Director’s <br />designee <br />
