BAYSHORE <br />REV: 05-12-23 JB <br />Page 4 of 32 <br />(i) Is consistent with and conforms to the goals and policies of <br />the General Plan and will not create conditions that would be detrimental to <br />the public health, safety and general welfare. The parcel is not visible from <br />Highway 101 and does not have ideal visibility for commercial uses despite <br />the existing designation of the site as Commercial Regional. The proposal <br />meets and enhances many of the General Plan goals and policies by <br />improving public access to the bay, trails and open space areas (BE-10.1). <br />The project also implements sufficient measures into the project design to <br />account for the flood plain and anticipated rises in sea level (BE-22.2) by <br />raising the grade of the site by five feet and providing the shoreline wall. <br />Furthermore, the site layout improves public connections through and along <br />the bayfront as stated in the General Plan Goal BE-10 to “encourage <br />pedestrian‐ and water‐oriented mixed‐use communities that provide public <br />accessibility to the Bay in Waterfront Neighborhoods. The project provides <br />home-ownership opportunities as stated in Housing Element POLICY H- <br />2.5: Encourage development of home-ownership opportunities that are <br />more affordable, such as condominium and townhome developments and <br />middle density or cottage home types of projects and Urban Form and Land <br />Use Policy BE‐2.4: Provide opportunities for housing development at a <br />range of densities and housing types that provide various choices for <br />current and future residents. <br /> <br /> <br />Furthermore, the surrounding neighborhood was incorporated into a <br />new Mixed-Use Waterfront designation, including the adjoining site at 557 <br />E. Bayshore which was recently received approval for 480 residential units. <br />The Waterfront Neighborhood category is intended to encourage new high- <br />density residential development (up to 40 DU/Acre) with an emphasis on <br />connection to the bay frontage. The 505 E Bayshore site is a logical <br />extension of the designated Waterfront Neighborhood along the bay front. <br /> <br />(ii) Will not create conditions that would be detrimental to public <br />health, safety, or general welfare and would instead enhance the area by <br />providing Improvements including a new sidewalk and bike path along East <br />Bayshore and where none currently exist, providing enhanced access to <br />the bay trail and waterfront and raising the site by approximately 5 feet and <br />providing a sea wall adjacent to the drainage ditch to protect the site from <br />the impacts of sea level rise. <br /> <br />(iii) Through certification of the EIR and its associated Mitigation <br />Monitoring and Reporting Program, all identified impacts will be mitigated <br />to less than significant levels. <br />b.
