General <br /> <br />The Agreemen.t provides that certain operating and maintenance expenses and the capital <br /> <br />cost of certain categories ofutilit~ plant in service are to be allocated between San Francisco and <br />, . I <br />the Wholesale Customers on the basis of proportionate annual usage of the Regional Water' <br />I . <br />System.
