<br />3.14 Measurement of Water <br />A. The parties recognize that continuous and accurate measurement of water <br />deliveries to and from the Regional Water System and maintenance of complete and accurate <br />records of those measurements is necessary (1) for the costs of the Reg ional Water System to <br />be allocated in accordance with this Agreement, (2) for implementation of other provisions of <br />this Agreement, and (3) for effective operation and maintenance of a water system serving a <br />large urbanized region. <br /> <br />B. It is the responsibility of the SFPUC to obtain and record these measurements. <br />To do so, the SFPUC shall install, maintain and operate measuring and recording equipment at <br />the following locations: (1) .inputs to the Regional Water System from all water sources ("System <br />Input Meters"), (2) internal flow meters to support operation of the Regional Water System ("In- <br />Line Meters"), (3) deliveries to the City at the San Francisco-San Mateo County line ("County- <br />Line Meters") and to three reservoirs in San Francisco ("In-City Terminal Reservoir Meters"), <br />(4) deliveries to SFPUC Retail Customers located outside the boundaries of the City, and <br />(5) deliveries to the Wholesale Customers, as described and illustrated in Attachment J. <br /> <br />C. The SFPUC shall inspect, test, service, and calibrate the measuring and <br />recording equipment installed at the locations described in subsection B and will repair or <br />replace them when necessary, in order to ensure that their accuracy is consistent with <br />specifications provided in Attachment J. <br /> <br />D. The SFPUC shall continue to contract with a qualified independent metering <br />consultant to perform periodic inspection, testing, servicing and calibration of th~ County-Line <br />Meters, the In-City Terminal Reservoir Meters, and the System Input and In-Line Meters <br />described in Attachment J, as well as the portion of the SFPUC's Supervisory Control and Data <br />Acquisition (SCADA) system that utilizes the flow signals produced by that measuring and <br />recording equipment. The method, schedule and frequency for calibration and maintenance of <br />the County-Line Meters and the In-City Terminal Reservoir Meters are specified in <br />Attachment J. The SFPUC shall provide copies of the metering consultant's reports to <br />BAWSCA. <br /> <br />E. System Input Meters measure water deliveries into the Regional Water System <br />from sources such as Hetch Hetchy and the SFPUC's water treatment plants.
