REV: 06-16-23 JB <br />EXHIBIT “A” <br />SCOPE OF SERVICES AND FEE <br />The tasks that the Consultant shall perform under this Agreement are described below. <br />Task 1. Kickoff Meeting, Data Collection and Review <br />Consultant will coordinate with HF&H to hold a project kickoff meeting to discuss project objectives, data <br />requirements, data available and potential capacity fee calculations. The Consultant team will compile <br />and review the existing Water System Master Plan (“WSMP”), Sewer Master Plan (“SMP”), information <br />available for the upcoming sewer rate study, the specific plans and related utility plans for key areas of <br />the City where growth is anticipated. The Consultant team will review the growth assumptions included <br />in those plans as well as in other recent studies and planning documents adopted by the City. <br />City will provide relevant background reports and data for review. Kickoff meeting assumed to be a virtual <br />meeting. <br />Task 1 Actions <br />Consultant will coordinate with HF&H to prepare a kickoff meeting agenda and notes. <br />Consultant will prepare a Data Inventory table. <br />Task 2. Growth Impact Analysis <br />Consultant will compile identified improvement projects for inclusion in the analysis and update capital <br />costs to 2023 dollars. <br />The 2011 WSMP identified the need for a new 2.0 MG tank and associated pump station in the Main City <br />zone to meet future growth, as well as several pipelines to address future fire flow conditions. The tank <br />sizing will be analyzed based on the latest demand projections from the 2020 Urban Water Management <br />Plan (UWMP) and the storage sizing criteria from the 2011 WSMP. Pipeline projects identified in the <br />WSMP will be reviewed with the City to determine relevant projects that should be included in the <br />analysis. <br />Consultant will work with the City to obtain and review sewer system project information to determine <br />which capital improvement projects or portions of projects are attributable to future. Consultant will also <br />evaluate whether capacity can be increased to serve future growth through the implementation of inflow <br />and infiltration reduction measures. Consultant will tabulate the capital cost for replacement. Consultant <br />will review selected projects and cost estimates with the City. <br />Consultant will prepare capital cost estimates in 2023 dollars. For the water system, unit costs of the tank <br />and booster pump station will be reviewed and compared with more recent tank and pump station cost <br />data from the City and other agencies. For the sewer system, costs presented in the SMP will be escalated <br />to 2023 dollars. <br />If the capital improvement projects have a specific limited geographic benefit to development, then the <br />analysis will consider whether it is appropriate to propose fee zones rather than a citywide capacity fee. <br />ATTY/AGR.2023.117/West Yost (Nexus Fee Study) (Page 11 of 15)
