REV: 06-22-2023 JB
interest in engaging with the City and Project Team for its delivery, and their preference on how they
would like to be informed of progress and issues. In addition to the Port and UPRR, the current list of
stakeholders with whom initial contact will be made is as follows:
City Council’s 101/84 Ad Hoc Subcommittee,
The area’s healthcare providers,
Key businesses and associations,
Developers with property within the Project footprint,
Property owners within the Project footprint,
Neighborhood associations, with an emphasis on those located within the Project footprint,
The area’s bicycle advocacy group, Silicon Valley Bicycle Coalition,
Funding partners – San Mateo County Transportation Authority (SMCTA), City/County Association of
Governments of San Mateo County (C/CAG), Caltrans, and the Metropolitan Transportation
Commission (MTC),
Redwood City’s Transportation Advisory Committee (TAC), and
Other groups relevant to the Project.
A.2.4 City Committee and Council Meetings
GBS will provide regular progress reports to the City Council and its committees (e.g. 101/84 Ad Hoc
Subcommittee) to avoid surprises if and when difficulties arise with the R/W acquisition, the funding,
and/or the engineering and construction of the Project. The Transportation Manager, in consultation
with the 101/84 Ad Hoc Subcommittee will determine the timetable for this reporting, but the primary
content for such updates will be available monthly through the project controls processes described
below in Section B.1.2.
Task A.3 Project Management and Issue Resolution
GBS will lead the Project Team; make needed decisions; ensure communication with the City Council
and partners is taking place; monitor and report on the overall progress; and communicate with Caltrans
and the SMCTA PMs regularly and when necessitated by issues.
Within the first two months of engagement, GBS will compile the status of the work (scope, schedule,
cost, and risks), secure an understanding of the Project’s history, learn about commitments, and meet
the Project Team members and stakeholders. The GBS Team will also establish relationships with key
City staff involved in executing critical processes such as contract administration, invoice processing and
payment, public outreach, and those units with significant input to the design and construction of the
capital contract. The Project Controls effort and the Funding Plan effort related to this startup period
are budgeted for in Tasks B and C, respectively.
Task A.4 Pre-Construction Phase Support
Four major tasks must be completed prior to commencing with construction of the capital contract:
1. The utilities and Right of Way must be cleared and certified;
2. The funding must be secured, and cash made available;
ATTY/AGR.2023.120/Gray-Bowen-Scott (101-84 Project Delivery) (Page 14 of 24)
