REV: 06-22-2023 JB <br />Reengage UPRR for the execution of reimbursement, construction, and maintenance, and right of <br />entry agreements. Make sure that Design Consultant provides the plans necessary to secure UPRR <br />approvals. <br />Direct Outreach with the CPUC: Consultant will engage the CPUC early in their approval process to <br />identify and incorporate their preferences for any at-grade crossing improvements. <br />Provide Quality Assurance activities for submittals to external agencies (Caltrans, UPRR, <br />environmental, etc.). <br />A.4.3 Execute the Construction Cooperative Agreement and form the Construction Management <br />Team <br />In partnership with Caltrans, Consultant will lead the formation of the Construction Management Team <br />(CMT) that will oversee the construction of the capital contract. Given that the City is the majority <br />funding sponsor, Consultant will arrange to have a City representation on the CMT. The details of this <br />participation will be documented in the Construction Cooperative Agreement, which should also include <br />a Change Management Board (CMB) with one representative each from the City and the SMCTA. (See <br />A.2.2 for definitions of the CMT and the CMB.) <br />Consultant in consultation with the Transportation Manager and the City Attorney’s office, will <br />coordinate with Caltrans on the construction cooperative agreement language, and then provide <br />administrative support to get it executed. <br />A.4.4 Plans, Specifications, and Estimates Management Oversight Services <br />Consultant will oversee Design Consultant (AECOM)’s delivery of an acceptable PS&E package to <br />Caltrans that is biddable and buildable, including the following activities: <br />Actively manage AECOM’s design contract, and review and negotiate future amendments for <br />potential phasing (see PHASED IMPLEMENTATION below) and design support during <br />construction. <br />Engage in, and lead, when requested, monthly Project Development Team meetings (the budget <br />for these meetings is in Task A.2.2). <br />Arrange for and facilitate workshop meetings that may be required to resolve technical project <br />issues with Caltrans or other approving entities. A total of 10 workshops has been budgeted. <br />Provide quality assurance of consultant deliverables to ensure the design consultants follow the <br />QA/QC plans defined by their contracts. <br />Participate in constructability reviews and other reviews as may be required. <br />TASK A DELIVERABLES <br />1. Project Charter between City, SMCTA and Caltrans documenting their commitments (draft and <br />final). <br />2. Contract amendments for consultant contracts. <br />3.
