ATTY/RESO.0046/PC RESO RECOMMENDING ZONING TEXT & MAP AMENDMENTS <br />REV: 06-02-23 JB <br />Page 3 of 5 <br /> <br />WHEREAS, on February 13, 2023, the City Council adopted the Findings and <br />Statements required by CEQA set forth in Resolution 16024, including a Statement of <br />Overriding Considerations, and adopted the Mitigation Monitoring and Reporting Program <br />as set forth in the Final EIR; and <br /> <br />WHEREAS, on February 13, 2023, the City Council certified the Final EIR, which <br />is on file in the office of the City Clerk of the City of Redwood City and incorporated by <br />this reference, based on its independent judgment and analysis and on the Findings and <br />Statements required by CEQA set forth in Resolution 16024; and <br /> <br />WHEREAS, to implement the Housing Element, the Planning Commission <br />recommends text amendments to Articles 2, 3, 4, 5, 6, 8, 9, 10, 12, 15, 25, 29, 30, 31, 32, <br />33, 41, 42, 44, 45, 53, 54, 55, 57, and 59 (collectively, the “Zoning Code Amendments”), <br />to accomplish the following: <br />• Implement regulations to comply with SB9, the State-mandated <br />requirement to allow up to two dwelling units on single-family zoned lots. <br />• Update development standards to facilitate “Middle Housing” typologies (i.e. <br />duplexes, triplexes, and small apartments) in R-2, R-3, R-4, and R-5 zoning <br />districts. <br />• Update and clarify the Affordable Housing Ordinance to allow greater <br />flexibility for new developments to meet the inclusionary housing requirements, <br />• Convert land use lists in Residential zoning districts to table format to <br />enhance ease of use by the public. <br />• Update development standards in Mixed Use Districts to encourage <br />residential development. <br />• Update use definitions for special needs housing typologies and clarify <br />where these uses may be located in order to comply with State law. <br />• Update nonconforming ordinance regulations for additions and structural <br />alterations in order to allow more flexibility to repair and maintain existing <br />nonconforming housing. <br />• Allow the residential “R” district overlay in areas other than the Commercial <br />General zoning district to encourage residential development. <br />• Prohibit residential demolitions that would result in a net reduction of <br />dwelling units in order to preserve existing housing and comply with State law. <br />• Clarify review authority for SB 35 streamlined affordable residential projects <br />and update review authority for Subdivision Committee and small condominium <br />projects. <br />• Amend the Zoning Code to make City land use regulations consistent with <br />Airport Land Use Compatibility Plan; and <br />
