Findings and Statements Required by the California Environmental Quality Act <br />Redwood City DTPP Plan-Wide Amendments 3 ESA / 202100421.01 <br />Subsequent Environmental Impact Report May 2023 <br />DSEIR is available on the City’s website (www.redwoodcity.org/gatekeeper) and can be reviewed <br />in hard copy at City Hall. <br />Following the completion of the public review period, the City reviewed all comments <br />received on the DSEIR and prepared a Final Subsequent Environmental Impact Report (the <br />“FSEIR”). The FSEIR, which incorporates by reference the DSEIR, includes all comments received <br />during the public review period, responses to those comments, and also describes any changes to <br />the DSEIR that resulted from the comments received. All persons who commented on the DSEIR <br />have been notified of the availability of the FSEIR and the date of the public hearing on the Project <br />before the City Council, and all responses to comments submitted on the DSEIR by public agencies <br />have been provided to those agencies at least 10 days prior to the City Council hearing. <br />Section 21081.6 of CEQA requires lead agencies to adopt a mitigation monitoring or <br />reporting program (“MMRP”) for any project for which it has made mitigation findings pursuant <br />to Section 21081. The City has prepared an MMRP for the Project, which has been made available <br />to the public with the FSEIR. <br />The SEIR is the subject of these Findings and presented for City Council certification <br />consists of the DSEIR, the FSEIR, and the MMRP. <br />The City and responsible agency approvals necessary for implementation of the Project <br />are: <br />Jurisdiction Permits/Approval <br />City of Redwood City Certification of the Final SEIR and adoption of the MMRP <br />Adoption of General Plan amendments to implement the DTPP Plan- <br />Wide Amendments (other than the currently proposed amendment <br />of the DTPP maximum allowable development to add <br />80,000 square feet of office capacity specifically reserved for small <br />offices, revision of the maximum allowable development caps would <br />be considered as part of subsequent project-specific reviews) <br />Adoption of amendments to the DTPP, including, but not necessarily <br />limited to, the following: <br />- Amendments to permitted uses including allowing Research <br />and Development Laboratory space as a conditional use; <br />- Amendments to minimum height and massing regulations, <br />including allowance of rooftop structures supporting active, <br />recreational rooftop uses (but no changes to the permitted <br />maximum building height); <br />- Amendment of the maximum allowable development cap for <br />office development to add 80,000 square feet specifically <br />reserved for small office projects (of 20,000 net new square <br />feet or less); <br />- Revisions to the DTPP new streets (circulation) regulations <br />and associated revisions to DTPP maps, as well as to update <br />the typology of some streets and, potentially, eliminate some <br />planned but unbuilt streets; <br />- Revisions to certain of the DTPP parking regulations, to lower <br />the parking requirement to reflect actual demand, current best <br />practices, and future plans for Caltrain track expansion that will <br />encourage non-driving modes of transportation while
