General Findings and Overview <br />A. Record of Proceedings and Custodian of Record <br />For purposes of CEQA and these Findings, the record of proceedings consists of the <br />following documents and testimony, at a minimum: <br />• The SEIR, which consists of the Redwood City DTPP Plan-Wide Amendments Draft <br />Subsequent Environmental Impact Report (State Clearinghouse No. 2021090249), dated <br />November 14, 2022, and published and circulated for public review and comment by the City <br />from November 14, 2022, through December 29, 2022 (the DSEIR), and the Redwood City <br />DTPP Plan-Wide Amendments Final Subsequent Environmental Impact Recerkport, published
