Findings and Statements Required by the California Environmental Quality Act <br />Redwood City DTPP Plan-Wide Amendments 4 ESA / 202100421.01 <br />Subsequent Environmental Impact Report May 2023 <br />continuing to incentivize shared parking, and to increase <br />bicycle parking requirements; and <br />- Allowance for exceptions to mandatory building placement, <br />stepdown zone, and minimum building height standards in the <br />DTPP Development Regulations for sites identified as <br />potentially providing privately owned publicly accessible open <br />space that is identified on the Potential Public Open Space <br />Map in DTPP Section 3.2.1 and for sites that are constrained <br />by potential anticipated Caltrain track improvements and <br />realignment, as identified on the Potential Transit Projects Map <br />(DTPP Section 3.2.3), or physically constrained by creek or <br />stormwater features as identified on the Potential Public Open <br />Space Map (Section 3.2.1). <br />- Amendments to various maps, figures, and charts in the DTPP <br />to implement the foregoing. <br />Vacation, closure, and realignment of City streets and parklets, and <br />provide zoning and standards for the closed streets, where <br />necessary. <br />Subsequent project specific entitlements, including, but not limited to <br />Precise Plan Permits, Tentative Tract Maps, Architectural Permits, <br />Development Agreements, and, potentially, additional General Plan <br />and DTPP amendments and, where applicable, Zoning Map <br />revisions. <br />Peninsula Corridor Joint Powers Board Potential approvals in connection with a land exchange for one of the <br />Gatekeeper projects, at 901 El Camino Real <br />Peninsula Corridor Joint Powers Board Potential approvals in connection with a land exchange for one of the <br />Gatekeeper projects, at 901 El Camino Real <br />U.S. Army Corps of Engineers Potential approvals in connection with a land exchange for one of the <br />Gatekeeper projects, at 901 El Camino Real <br />U.S. Fish and Wildlife Service Potential approvals in connection with a land exchange for one of the <br />Gatekeeper projects, at 901 El Camino Real <br />California Department of Fish and Wildlife Potential approvals in connection with a land exchange for one of the <br />Gatekeeper projects, at 901 El Camino Real <br />Regional Water Quality Control Board Potential approvals in connection with a land exchange for one of the <br />Gatekeeper projects, at 901 El Camino Real; Stormwater Pollution <br />Prevention Control Plan/Construction General Permit Clean Water <br />Act Section 401 Water Quality Certification <br />City/County Association of Governments Determination of consistency with the County Airport Land Use <br />Compatibility Plan (ALUCP) for San Carlos Airport <br /> <br />The SEIR was prepared to meet all applicable CEQA requirements necessary to support <br />these actions by the City Council and the responsible agencies. <br />IV. General Findings and Overview <br />A. Record of Proceedings and Custodian of Record <br />For purposes of CEQA and these Findings, the record of proceedings consists of the <br />following documents and testimony, at a minimum: <br />• The SEIR, which consists of the Redwood City DTPP Plan-Wide Amendments Draft <br />Subsequent Environmental Impact Report (State Clearinghouse No. 2021090249), dated <br />November 14, 2022, and published and circulated for public review and comment by the City <br />from November 14, 2022, through December 29, 2022 (the DSEIR), and the Redwood City <br />DTPP Plan-Wide Amendments Final Subsequent Environmental Impact Recerkport, published
