Sec. 2.2 — USE REGULATIONS <br />(PAGE 44) <br />Replace Map with Figure 2.2 -Use Map <br />(Page 45) <br />Replace Chart with Figure 2.2 -Use Chart <br />Sect. 2.2.4 — Use Permit Process <br />Use Permits shall be acted upon in accordance with Article 42 (Use Permits) in the Zoning <br />Code. <br />In addition to the approval of a Use Permit, a proposed Research and Development. Laboratory <br />use is also subject to the following Standards: <br />A) Research and Development uses shall be limited to biosafety levels (BSL) 1 & 2 as defined <br />by the current version of the Biosafety in Microbiological and Biomedical Laboratories <br />published by the U.S. Department of Health and Human Services Centers for Disease <br />Control and National Institutes of Health (CDC/NIH) in effect at the time of use permit <br />application. BSL 3 & 4 are prohibited in the DTPP. <br />a. A Research and Development. Laboratory use located within the same building as <br />a proposed or existing sensitive receptor use(s), shall be separated (horizontally <br />and vertically) by at least one (1) floor level from such sensitive receptor use(s) or <br />similar use(s) as determined by the Planning Manager/Designee. A "sensitive <br />receptor use" means facilities or land uses that include members of the population <br />hat are sensitive to the effects of air pollutants, such as children, the elderly and <br />people with illnesses.Examples include, but are not limited to, child care facilities, <br />recreational facilities, medical facilities, places of assembly, schools, and/or senior <br />care facilities. <br />b. Residential uses shall be prohibited in the same building as a Research and <br />Development. Laboratory use. <br />B) A preliminary Biosafety Plan shall be prepared in accordance with California Code of <br />Regulations. Title 8, Division 1. Chapter 4. Subchapter 7. Group 16, Article 109. Section <br />5199(f)(4) and submitted with the entitlement application submitted to the Planning <br />Manager/Designee. A final Biosafety Plan shall be submitted to the Planning <br />Manager/Designee prior to issuance of building permit. <br />C) A preliminary Evacuation Plan shall be prepared and submitted with the entitlements <br />application and submitted to the Planning Manager/Designee. A final Evacuation Plan <br />shall be submitted to the Planning Manager/Designee prior to issuance of a building <br />e <br />D) A Medical Waste Management Plan shall be prepared in accordance with the San Mateo <br />County Medical Waste Program that includes types and amounts of medical waste <br />activities, types of treatment, regulated off-site transporter information, back-up offsite <br />regulated off-site transporter information, treatment of waste pharmaceuticals, and similar <br />requirements with the entitlement application and submitted to the Planning <br />Manager/Designee. A final Medical Waste Management Plan shall be submitted to the <br />Planning Manager/Designee prior to issuance of building permit. <br />E) A Condition of Approval for any Use Permit shall be that the Redwood City Community <br />Development and Transportation Department, Fire Department, and all required external <br />ATTY/RESO.0049/PC RESO RECOMMENDING APPROVAL OF GENERAL PLAN AMENDMENTS AND DTPP AMENDMENTS - EXHIBIT A <br />REV: 06-07-23 VR Page 10 of 19 <br />
