REV: 12-13-23 VR <br />Exhibit “A” <br />SCOPE OF SERVICES AND FEE <br />Services <br />Consultant will facilitate the performance evaluation process for the City Manager and <br />the City Attorney, including gathering information for the evaluations, facilitating <br />discussions between the City Council and each of the council appointees, and preparing <br />reports. Consultant will perform the following project activities: <br />1.Meet with City Council appointees and the City Council Personnel Sub-Committee <br />to review steps and schedule, and finalize the process and logistics based on that <br />discussion. <br />2.Customize the evaluation process to reflect the needs of the City Council. Meet with <br />the City Council Personnel Sub-Committee to gain insight concerning high-level <br />performance expectations, and to customize the process including finalizing the <br />online survey, performance areas and attributes. <br />3.Secure a comprehensive self-evaluation document from the City Manager and City <br />Attorney. <br />4.Gather insight and input, including goals, from each of the City Council members. <br />Interview each City Council member individually. <br />5.Develop the comprehensive draft summary including the perspectives of all City <br />Council members, integrated into common “themes” and goals that give consistent <br />feedback and speak with one voice where possible. <br />6.Review and gain consensus of the draft evaluation report and goals in a virtual <br />Closed Session with City Council. Additionally, Consultant will meet virtually with <br />the City Council and each Council appointee individually to review and finalize the <br />summary evaluation document. Consultant will facilitate an open and productive <br />discussion to ensure the process endeavors to provide meaningful feedback. <br />7. Finalize and deliver the evaluation summary. <br />8. Debrief with Mayor, City Council, City Manager, and City Attorney as appropriate to <br />identify strengths and concerns with the process. Identify methods for ongoing <br />communication and make suggestions on a process for mid-year performance <br />discussions with the City Attorney, as necessary. <br />9. At the Human Resources Director’s direction, create and conduct a 360-degree <br />evaluation questionnaire to solicit feedback for the City Council’s consideration. The <br />360 could include Department Heads and direct reports as approved by the CAOs <br />and the City Council. (Optional) <br />ATTY/AGR.2023/Amend.
