REV: 06-22-2023 JB <br />EXHIBIT “A” <br />SCOPE OF SERVICES AND FEE <br />Consultant shall provide hydraulic modeling support for evaluating trunk sewer <br />realignment alternatives related to the 1205 Veterans Boulevard development project. <br />The work will be based on the hydraulic model developed for the City’s Sanitary Sewer <br />Master Plan, as updated under Amendment 1 of the Agreement between the City and <br />Woodard & Curran dated November 4, 2022_for preparation of the Sewer Master Plan. <br /> <br />The work items included in this project are described below. <br />Consultant will create new model networks incorporating the two alternatives proposed <br />by the City for re-routing the trunk sewers that run parallel to Veterans Boulevard between <br />Hansen Way and Maple Street. Both alternatives would involve abandoning the existing <br />30-inch trunk sewer that runs through the 1205 Veterans Boulevard property. The two <br />alternatives, as shown on the City’s markup of the Utility Plan for 1205 Veterans Blvd. <br />prepared by BKF for Raintree Partners dated 10/12/22, are: <br />Alternative 1 – Re-route the existing 30-inch sewer along the north side of the <br />property (“green alignment”). <br />Alternative 2 – Replace the existing 33-inch sewer that runs along the south side <br />of the property along Veterans Boulevard with a large sewer to handle the <br />combined flow from both existing trunks (“red alignment”). <br />Consultant will run the model for the future design storm wet weather flow scenario to <br />evaluate the feasibility of the alternatives and the size of the sewers required. Diurnal <br />wastewater flow profiles, infiltration/inflow rates, and design storm rainfall will be based <br />on those used for the Sewer Master Plan. Flows from the Fair Oaks Sewer Maintenance <br />District (FOSMD), which are tributary to the Veterans Boulevard sewers, will be based on <br />the future scenario model hydrograph developed for the 2021 FOSMD draft Sewer Master <br />Plan. It will also be assumed that all other capacity improvement projects identified in the <br />City’s updated Sewer Master Plan will be in place, with a “free outfall” at the Maple Street <br />Pump Station. <br />Based on the model results, Consultant will determine what new pipelines (and <br />associated sizes) are needed to convey the anticipated design flows to meet City design <br />criteria of maximum flow depth-to-diameter ratio (d/D) of 0.75. The following scenarios <br />will be evaluated: <br />Peak flow not exceeding 0.75 d/D in the re-routed trunk sewers between Hansen <br />Way and Maple Street, accounting for backwater conditions from downstream <br />sewers. <br />Peak flow not exceeding 0.75 d/D in all trunk sewers downstream of the project <br />site (i.e., entire downstream trace to Maple Street Pump Station). <br />ATTY/AGR.2023.142/Woodard and Curran (1205 Veterans Sewer Analysis) (Page 11 of 13)
