REV: 07-10-2023 SK <br />EXHIBIT “A” <br />SCOPE OF SERVICES AND FEE <br />Scope of Services <br />Under general direction by the Assistant City Manager, Community Development and <br />Transportation Director or their designee, Consultant will: <br />Perform a wide range of real property activities related to the acquisition, lease, or sale of <br />real property, rights-of-way and easements; <br />Manage all aspects of City property leased for commercial or other nonresidential <br />purposes; <br />Negotiate and oversee contracts with appraisers and other consultants; <br />Provide oversight for relocation assistance; and perform related duties as assigned <br />including: <br />1.City Property Management <br />a)Negotiate and manage leases for City-owned commercial property as well as leases for <br />the City occupancy of privately-owned property. <br />b)Maintain a monitoring/tracking system for City-owned leased facilities. <br />c)Create an inventory and monitoring system for all real estate. <br />d) Maintain inventory and related records of City-owned real property. <br />2. Agent for property acquisitions and disposition, including compliance with the Surplus <br /> Land Act <br />a)Develop requests for proposals (RFP’s) and contracts for appraisers and other <br />professional consultants; review and evaluate proposals/contracts; negotiate and select <br />consultant/contractor; manage consultant; and arrange for payment. <br />b)Prepare, in consultation with the City Attorney’s Office, documents for acquisition, <br />property management, and other agreements as needed, including purchase contracts, <br />deeds, appraisal summary statements, leases, temporary and permanent easements, <br />rights of entry forms, possession and use agreements, escrow instructions, and licenses <br />or permits. <br />c)Manage sales of surplus City property, including: developing marketing packages; <br />responding to inquiries and requests regarding availability of City property for purchase; <br />researching property; determining potential for City use; considering proposed use by <br />buyer; and processing transactions. <br />d)Administer and oversee relocation obligations; evaluate acquisition of property by the <br />City; develop relocation plans and contracts as necessary; and monitor implementation. <br />e)Negotiate with property owners to establish terms and conditions of property <br />conveyance. <br />3. Agent for property leasing, licensing and permitting <br />a)Manage ongoing leases including maintaining monitoring systems; act as tenant liaison; <br />present information to the City Council and any other City Boards, Commissions, or Committees. <br />ATTY/AGR.2023.172/RSG, Inc.
