REV: 08-04-23 VR <br />EXHIBIT “A” <br />SCOPE OF SERVICES AND FEE <br />Key personnel per Section 1 of the Agreement: <br />Kelly A. Telford, CPA <br />Amber Haston <br />These services will be provided to the City Attorney’s Office for the City of Redwood City. <br />As such, Consultant’s services will be subject to evidentiary protections under the <br />attorney work product doctrine and/or attorney-client privilege, and all writing <br />communications should be appropriately marked to preserve those protections. <br />Consultant will assist the City with conducting an analysis of collected City fees within the <br />purview of the Mitigation Fee Act – water; wastewater; parks; traffic (TIF); affordable <br />housing; in-lieu fees; ad hoc fees– including the following services: <br />Conduct review of the City’s collection, accounting, and expenditure of the above- <br />identified fees for at least the past five years. The analysis is to include a financial <br />and compliance review of all the fees to: <br />o Determine the amount of revenues collected. <br />o Determine what the revenues were expended on. <br />o Reconcile and provide the net cash balance available for each fee. <br />Submit a final comprehensive analysis to the City Attorney’s Office detailing the <br />opening balances of these fees, the fiscal years in which these fees were spent <br />and the projects on which they were spent on, as well as the ending available <br />balances of cash on hand that is available for future projects. <br />Review the City’s collection, accounting and expenditure practices for its permitting <br />fees and provide a final comprehensive analysis to the City Attorney’s Office <br />detailing the balances for the City’s permitting fees and providing instructions for <br />future permit fee accounting practices. <br />ATTY/AGR.2023.201/Lance, Soll & Lunghard, LLP (LSL Fees Audit) (Page 11 of 12)
