EXHIBIT "A" <br />SCOPE OF SERVICES AND FEE <br />Consultant will provide corrosion protection services for Redwood City's Water System. <br />The work will be performed by experienced registered professional engineers and <br />technical specialists certified by the National Association of Corrosion Engineers (NACE) <br />under the supervision of a project manager responsible for the overall quality of personnel <br />performance and deliverables. <br />The scope of work to be performed by the Consultant includes: <br />1. Field Assessment and Investigation Services <br />The Consultant will perform the field assessment, investigation and testing in accordance <br />with NACE International Standard Test Method TM0497-2002, "Measurement <br />Techniques Related to Criteria for Cathodic Protection on Underground or Submerged <br />Metallic Piping Systems," and will include the following: <br />a. Inspect facilities and review project record drawings and historical cathodic <br />protection documents. The Consultant will provide the review prior to performing <br />field testing, and will include historical cathodic protection (CP) survey reports, <br />corrosion monitoring (Inline Inspection or other) reports, and as -built drawings, <br />cursory information about the systems (coatings, CP system configuration, <br />pipeline locations, risers and valve yard locations). The document review will be <br />performed to determine the type of assets that are involved and identify any <br />potential cathodic protection issues and to formulate the work plan and scope for <br />a comprehensive field CP survey. <br />b. Project Soil Corrosivity Survey using three methods as required: Electromagnetic <br />Conductivity Survey, Wenner 4 -pin Survey, and Soil Sampling and Analysis. <br />Survey shall at a minimum include (but not limited to) the following standard <br />(Caltrans) tests: Electrical resistivity analyses per ASTM — G187 (soil box method, <br />as received and saturated conditions), Chloride (CTM 422), Sulfate (CTM 417), ph <br />(CTM 643). The Consultant's work on soil resistivity measurements will also <br />include: <br />• Wenner 4 -pin method with instrument capable of filtering 60 Hz <br />• Deep measurements at discontinuities <br />• Shallow measurements at a minimum of/2 mile <br />c. Consultant will perform Baseline Potential Survey using existing test stations, <br />including 2 -wire and Insulating Joint (I.J.) type test stations. Consultant will <br />measure the pipe -to -soil potentials with the current applied and temporarily <br />interrupted to determine if the pipelines meet NACE international criteria for <br />corrosion protection.
