REV: 10-02-23 MI <br />Deliverables: <br />• Map that identifies the public ROW areas that are confidently achieving low trash <br />generation. <br />• Table of field-based and virtual OVTA scores demonstrating that these areas are <br />consistently reaching the MRP goal. <br />B. Identify New Trash Full Capture Devices Location and Types <br />Consultant shall identify via GIS (desktop), public storm drain catch basins that <br />likely receive drainage from these areas. Once identified, Consultant shall visit <br />each inlet to evaluate the potential for installing a catch-basin insert type of full <br />capture device. Consultant shall measure the inlet’s dimensions, photograph the <br />inlet, and identify any other issues/constraints that could impact full capture <br />installation or maintenance. While in the field, Consultant shall also delineate the <br />area draining to each inlet to allow for trash load reductions to be calculated. <br />Drainage area delineations for each inlet will then be digitized in GIS. <br />Deliverables: <br />• Prioritized list of inlets for full capture installation that includes the location of the inlet, <br />dimensions, the estimate drainage area, the estimated trash load reduction <br />percentage, and the recommended type of full capture device <br />• Map that identifies the locations of the proposed inlets for full capture devices <br />• GIS data layer of device locations and drainage areas <br />C. Develop Private Land Drainage Area (PLDA) Trash Inspection Program <br />Consultant shall develop a list of private properties that need additional controls <br />and develop a map depicting the parcels. Consultant shall meet with the Public <br />Works Superintendent, Wastewater and discuss options for addressing trash on <br />the properties. Consultant shall develop a Trash Control Program for Private <br />Properties Plan, using the SMCWPPP model program. The Plan will include an <br />inventory of Private Land Drainage Areas (PLDAs) that need to be <br />inspected/controlled, protocols that should be used by the City when conducting <br />the inspections and enforcing trash control measure implementation, field forms <br />for document inspections, and tracking systems to track inspection results that will <br />be used to calculate trash load reductions associated with the PLDAs. The <br />inventory will identify parcels that include businesses on the City’s C.4 <br />Commercial/Industrial facility inspection list, and identify which businesses/parcels <br />have been inspected in the recent past or are slated for inspection prior to July <br />2025. <br />ATTY/AGR.2023.243/EOA, INC.
