REV: 10-02-23 MI Deliverables: • Map that identifies the public ROW areas that are confidently achieving low trash generation. • Table of field-based and virtual OVTA scores demonstrating that these areas are consistently reaching the MRP goal. B. Identify New Trash Full Capture Devices Location and Types Consultant shall identify via GIS (desktop), public storm drain catch basins that likely receive drainage from these areas. Once identified, Consultant shall visit each inlet to evaluate the potential for installing a catch-basin insert type of full capture device. Consultant shall measure the inlet’s dimensions, photograph the inlet, and identify any other issues/constraints that could impact full capture installation or maintenance. While in the field, Consultant shall also delineate the area draining to each inlet to allow for trash load reductions to be calculated. Drainage area delineations for each inlet will then be digitized in GIS. Deliverables: • Prioritized list of inlets for full capture installation that includes the location of the inlet, dimensions, the estimate drainage area, the estimated trash load reduction percentage, and the recommended type of full capture device • Map that identifies the locations of the proposed inlets for full capture devices • GIS data layer of device locations and drainage areas C. Develop Private Land Drainage Area (PLDA) Trash Inspection Program Consultant shall develop a list of private properties that need additional controls and develop a map depicting the parcels. Consultant shall meet with the Public Works Superintendent, Wastewater and discuss options for addressing trash on the properties. Consultant shall develop a Trash Control Program for Private Properties Plan, using the SMCWPPP model program. The Plan will include an inventory of Private Land Drainage Areas (PLDAs) that need to be inspected/controlled, protocols that should be used by the City when conducting the inspections and enforcing trash control measure implementation, field forms for document inspections, and tracking systems to track inspection results that will be used to calculate trash load reductions associated with the PLDAs. The inventory will identify parcels that include businesses on the City’s C.4 Commercial/Industrial facility inspection list, and identify which businesses/parcels have been inspected in the recent past or are slated for inspection prior to July 2025.
