REV: 11-22-23 VR EXHIBIT “A” SCOPE OF SERVICES AND FEE The City will conduct a Community Satisfaction Survey in 2023 and 2025; and an Employee Satisfaction Survey in 2024 and 2026. Community Satisfaction Survey This survey will be conducted through the National Community Survey (NCS), a turnkey benchmark survey project. The NCS covers ten facets of community livability: Economy, Mobility, Community Design, Natural Environment, Safety, Utilities, Parks and Recreation, Health and Wellness, Education, Arts and Culture, and Inclusivity and Engagement. The sampling procedures will be consistent with generally recognized, scientifically valid sampling techniques to produce survey results reflective of the population. Policy Confluence, Inc. will: ●Host an initial meeting to kick-off the process with City staff, where they will provide input on research design and customized questions ●Invite a representative sample of residents via mail to complete the survey and monitor responses to ensure statistically significant results o Ensure community-wide representativeness with target of >6% margin of error, which is about 250-450 sampled responses ●Responses shall be statistically weighted to ensure the best representation of Redwood City ●The survey will be offered online and via paper (a pre-paid reply envelope will be provided to return the paper survey to Policy Confluence, Inc. for data entry) and will be available in multiple languages, including English and Spanish at a minimum ●The online survey will be hosted on a Policy Confluence, Inc. website, branded with Redwood City’s logo ●Build an open participation version of the survey to ensure all community members have the opportunity to participate; this second survey URL will be open on an agreed- upon date, after the statistically sampled version has been in the community for a few weeks ●Prepare resident data for analysis by weighting responses against Redwood City’s demographic profile as described by the U.S. Census and American Community Survey (ACS) data o Policy Confluence, Inc. will code an open-ended responses using both emergent and deductive approaches ●Audit all original data files and statistical syntax/analysis files and compare automatically generated output to the formatted output in reports and data check all numbers and text prior to submitting the reports ●In addition to providing a full set of responses to each survey question, Policy Confluence, Inc. will provide online reporting, including interactive charts to show cross tabulations by geographic area and respondent characteristics, as well as comparisons of results against benchmark communities ●Create custom report of results, including an executive summary, explanation of methods, breakdown of results by area (if provided during sampling), and respondent characteristics ATTY/AGR.2023.286/Policy Confluence, Inc.
