REV: 11-22-23 VR <br />EXHIBIT “A” <br />SCOPE OF SERVICES AND FEE <br />The City will conduct a Community Satisfaction Survey in 2023 and 2025; and an Employee <br />Satisfaction Survey in 2024 and 2026. <br />Community Satisfaction Survey <br />This survey will be conducted through the National Community Survey (NCS), a turnkey <br />benchmark survey project. The NCS covers ten facets of community livability: Economy, Mobility, <br />Community Design, Natural Environment, Safety, Utilities, Parks and Recreation, Health and <br />Wellness, Education, Arts and Culture, and Inclusivity and Engagement. <br />The sampling procedures will be consistent with generally recognized, scientifically valid sampling <br />techniques to produce survey results reflective of the population. <br />Policy Confluence, Inc. will: <br />●Host an initial meeting to kick-off the process with City staff, where they will provide <br />input on research design and customized questions <br />●Invite a representative sample of residents via mail to complete the survey and monitor <br />responses to ensure statistically significant results <br />o Ensure community-wide representativeness with target of >6% margin of <br />error, which is about 250-450 sampled responses <br />●Responses shall be statistically weighted to ensure the best representation of Redwood <br />City <br />●The survey will be offered online and via paper (a pre-paid reply envelope will be <br />provided to return the paper survey to Policy Confluence, Inc. for data entry) and will <br />be available in multiple languages, including English and Spanish at a minimum <br />●The online survey will be hosted on a Policy Confluence, Inc. website, branded with <br />Redwood City’s logo <br />●Build an open participation version of the survey to ensure all community members <br />have the opportunity to participate; this second survey URL will be open on an agreed- <br />upon date, after the statistically sampled version has been in the community for a few <br />weeks <br />●Prepare resident data for analysis by weighting responses against Redwood City’s <br />demographic profile as described by the U.S. Census and American Community Survey <br />(ACS) data <br />o Policy Confluence, Inc. will code an open-ended responses using both <br />emergent and deductive approaches <br />●Audit all original data files and statistical syntax/analysis files and compare <br />automatically generated output to the formatted output in reports and data check all <br />numbers and text prior to submitting the reports <br />●In addition to providing a full set of responses to each survey question, Policy <br />Confluence, Inc. will provide online reporting, including interactive charts to show cross <br />tabulations by geographic area and respondent characteristics, as well as comparisons <br />of results against benchmark communities <br />●Create custom report of results, including an executive summary, explanation of <br />methods, breakdown of results by area (if provided during sampling), and respondent <br />characteristics <br />ATTY/AGR.2023.286/Policy Confluence, Inc.
