REV: 06-25-24 VR <br />Exhibit “A” <br />SCOPE OF SERVICES AND FEE <br />Godbe Research Survey <br />Consultant will complete the following: <br />Conduct an electronic format (e.g., Zoom or Microsoft Teams) project kickoff <br />meeting with the City of Redwood City, as well as holding additional meetings and <br />correspondence, as needed, to discuss the research objectives and other aspects <br />of the registered voter tracking survey process in detail. <br />Review Redwood City resident and voter demographics, any related public opinion <br />research (e.g., 2024 Revenue Measure Feasibility Survey), results of previous <br />revenue and ballot measure attempts in the City, and other information that will <br />help to inform and support this current registered voter tracking survey process. <br />Design and refine a survey instrument of between 20 and 25-minutes in length so <br />that it addresses the research objectives of the City of Redwood City for a hybrid <br />Internet and telephone tracking survey of Redwood City registered voters. The <br />survey is designed through an iterative process between Godbe Research and the <br />City with multiple points for input, review, and approval prior to considering the <br />tracking survey “final” and ready for programming, testing, and fielding. <br />The survey will be designed to be formatted for both Internet and telephone <br />survey modalities as a ‘hybrid survey’ and both versions of the survey will <br />be identical, save for survey instructions specific to each modality. <br />For reference, the baseline Revenue Measure Feasibility Survey conducted <br />for the City by Godbe Research in early 2024 was 25-minutes in length. <br />Program, refine, and test the Internet version of the tracking survey instrument <br />using our Internet survey software package. This will be done by our team of IT <br />and programming experts. <br />CATI programming the telephone version of the tracking survey instrument for <br />efficient and accurate data collection, and training telephone interviewing <br />personnel on the questionnaire and interviewing protocol. <br />For our telephone interviewing projects, Godbe Research uses only live <br />interviewers, who have been intensively trained on the survey <br />questionnaire, and who are located in the western United States. <br />Pre-test the tracking survey instrument in both modalities (Internet and telephone) <br />to ensure that the questions and response codes are understandable to <br />ATTY/AGR.2024/Amend.
