<br />REPORT <br /> <br />6.2C <br />age 1 <br /> <br /> <br />November 9, 2009 <br /> <br />SUBJECT <br />Sole source purchase of pumps for the Recycled Water Distribution Pump Station <br /> <br />RECOMMENDATION <br />By resolution authorize the sole source purchase/assignment of as many as five main <br />pumps and motors from Flowserve, in an amount estimated not to exceed $400,000 <br />and suspend the requirements of Article VII, PURCHASING, Chapter 2 of the Municipal <br />Code governing competitive bidding, and approve $10,000 for Flowserve to start the <br />submittal process. <br /> <br />BACKGROUND <br />On October 19, 2009, the Council authorized staff and Kennedy/Jenks Consultants to <br />perform analyses and design to increase the pumping capacity at the Recycled Water <br />Distribution Pump Station (DPS) that will meet projected future demand starting with the <br />2010 irrigation season. The DPS was designed for expansion and can accommodate <br />up to ten pumps. Two jockey pumps and three intermediate pumps, installed in 2006, <br />are currently in operation. The jockey and intermediate pumps were determined to be <br />adequate to serve initial demand generated by Phase 1 customers in the Redwood <br />Shores area. Additional pumping capacity is now required to meet demand in the <br />Seaport area and that construction project is being prepared for public bidding. <br /> <br />In order to install the pumping units in time for the 2010 irrigation season, staff requests <br />Council suspend the competitive bidding requirement to allow the sole source purchase <br />of as many as five main pumps; authorize $10,000.00 for Flowserve to prepare <br />submittals; and authorize assignment of this equipment purchase to the contractor who <br />is awarded the construction project. The city's design consultant, Kennedy Jenks, will <br />specify the sole source purchase and assignment of these pumps in the bidding <br />documents. <br /> <br />Consistency with existing equipment and system <br />Flowserve's main pump units are compatible with the existing pumping components, <br />and the electrical and control systems in current use at the DPS facility. Flowserve <br />manufactured the existing five pumps currently in operation. The pumps were <br />competitively bid when the DPS facility was constructed and Flowserve's equipment <br />met the conditions of the design. The pump sleeves previously installed that will receive <br />the new pumps, were designed to be compatible with Flowserve pumps. Flowserve's <br />pumping units are. uniquely suited to the customized controls and are designed to <br />operate under a broad range of conditions. The city is satisfied with the pumps' past <br />performance and increased standardization of equipment makes repair and <br />maintenance of the DPS facility more efficient and economical. <br /> <br />Schedule requirements and delivery date <br />If pumps are provided by Flowserve, they will be available for installation to meet the <br />demands of the 2010 irrigation season.
