<br />7C <br />Page 2 <br /> <br />number of parcels at densities high enough to accommodate the Regional Housing <br />Needs Allocation (RHNA) for that period. Such an analysis was provided in the second <br />draft submitted to HCD, which indicated through maps and tables adequacy of the zoning <br />during the 1999-2006 period. However, HCD's newest comments indicate that a much <br />more detailed analysis is now sought. This detailed analysis has been conducted and <br />submitted in the third draft Housing Element which was submitted to HCD on October 19. <br />Preparation of this analysis required development of a parcel specific inventory, backed <br />up by field surveys of each site including a description of existing conditions as well as <br />determination of potential residential buildout potential relative to zoning in place during <br />the prior period. This higher level analysis confirmed the findings in the previous study <br />that the City had and continues to have adequate zoning in place to meet its RHNA. HCD <br />also sought clarification about constraints on housing production and the viability of <br />establishing homeless shelters in specified areas based on the type of development <br />currently present in those areas. Response to the comments did not require revisions to <br />policy or programs in the draft Housing Element, thus the General Plan team quickly <br />prepared the third draft Housing Element and submitted it directly to HCD. Staff is <br />anticipating expedited review and should have a complete understanding of the status of <br />the element before November 23. <br /> <br />. Economic Data Update: The previous draft of the Economic Development Chapter in the <br />Built Environment Element includes 2006 employment data. Data for 2007 and 2008 is <br />currently available, however, the consultants confirm that they can obtain even more <br />current data in December. The Draft presented on November 23 will not yet be updated <br />in this area; however, the General Plan team anticipates that none of the Economic <br />Development policies should be affected by this new information. This 2009 data will <br />compare Redwood City's employment data against the metropolitan data and thus <br />provide the most current economic profile for the City with respect to employment. Staff <br />will provide an update to Council and the Planning Commission when the data is received <br />as an information item. <br /> <br />. Sustainability - Climate Action Plan and Green Building Ordinance: While the New <br />General Plan has been in preparation, several other sustain ability efforts have been <br />underway. The draft General Plan has been revised to include more current references to <br />both the newly adopted Green Building Ordinance and the proposed Climate Action Plan <br />(under preparation). The General Plan and Climate Action Plan are being carefully <br />coordinated and staff is currently evaluating additional options for linkages in terms of the <br />scope of the Climate Action Plan and the steps required for it to reach completion. This <br />work should not affect the New General Plan policies or programs. <br /> <br />. Flood Plain Analysis and Policy: Per new State law, the General Plan team has learned <br />that flood hazard requires even more in depth analysis than was presented in the first <br />draft of the plan. The law is also very specific about where the information is to be <br />presented in the plan. Previously, flood hazard was addressed in the Public Safety <br />Element and now it will be found throughout the plan including the Built Environment <br />Element which includes the Land Use and Urban Form and I nfrastructure chapters. <br /> <br />. Walking Shed Map: Although some of the plan maps have been revised to a limited <br />extent, the Walking Shed Map is a new addition to the plan and a specific request of City <br />Council. The map illustrates the parts of the City that are within walking distance to <br />various amenities such as parks, schools, library, and grocery stores. It also indicates <br />
