The map enforces a number of policies and <br />programs in the Land Use and Urban Form and Circulation Chapters of the Built <br />Environment Element as well as the Building Community Element. <br /> <br />. Redwood Creek/Harbor Master Plan: The Land Use and Urban Form Chapter includes <br />policies and programs that direct implementation of land use goals, including the <br />preparation of new planning areas and zoning amendments. In both the Veterans- <br />Broadway and the Bayfront focus areas new zoning will be required for implementation. <br />Reconsidering these areas in relationship to the draft transportation policies and <br />programs as well as in relationship to Redwood Creek and the City's "harbor" which <br />includes the Port and potential ferry terminal, the General Plan Team sees an opportu nity <br />to further define the boundaries of a planning area centered on Redwood Creek which <br />crosses highway 101 and extends from the Bay to Downtown. This new orientation does <br />not represent any changes in policies or land use designations, but helps focus and <br />emphasize the future implementation efforts to further acknowledge Redwood City as a <br />city "on the bay." Some additional text in the Land Use and Urban Form Chapter will <br />provide fram ing for this concept and identify this area as a center linking Downtown to the <br />Bay incorporating mixed use development and strong circulation linkages with public <br />amenities. This concept will also be specifically referenced in an existing program in the <br />Land Use and Urban Form Chapter. Based on the significant number of public comments <br />received about Redwood Creek and the Bay as prime community and regional assets, <br />staff believes that this concept respects and supports those intentions. <br /> <br />. Seniors: At a joint session with the Senior Affairs Commission; Parks, Recreation and <br />Community Services Commission; and the Civic Cultural Commission, feedback about <br />the lack of a specific section about Seniors was expressed. In that the plan included early <br />input from a number of affinity groups and staff members providing specific input about <br />ensuring that the plan is supportive of seniors, the General Plan Team determined that <br />the concerns cited were substantially addressed throughout the plan in an integrated <br />manner and not specifically highlighted in anyone area. The revised Building Community <br />Element will provide overall context on this topic as well as direction for where specific <br />policies and programs in the General Plan can be found that relate to the needs of <br />seniors. <br /> <br />. Freight Rail: A number of specific comments from the Seaport Industrial Association <br />and industrial business interests in the Port area request that the Land Use and Urban <br />Form Chapter reconsider the Port related and compatible industrial area with respect to <br />an additional emphasiS on freight rail. The General Plan team is further studying the <br />proposed language and is preparing some revisions to acknowledge the relationship <br />between the seaport, heavy industrial uses and rail. <br /> <br />. Traffic Model Analysis: Staff is finalizing the revised input data and the traffic consultant <br />will be running the traffic model for the revised California Environmental Quality Act <br />(CEQA) Uproject", "no project", and ucumulative impact analysis" to be used in the EIR <br />analysis. <br /> <br />. Environmental Impact Report: The General Plan team is prepared to complete the <br />Environmental impact Report (EIR). Background settings are substantially complete and <br />several EIR sections have already been drafted. Because of revisions to the final draft <br />
