She agreed that the unions need <br />to be pulled on the discussion of using volunteers. <br /> <br />Another Council Member supported "Package 1" and she would support keeping the <br />newsletter to reach out to the community. She suggested that with the aid of historians, <br />the position in the Library Department could be kept. Yet, another Council Member agreed <br />with going with "Package 1" and the other ones will be in the horizon. This Council <br />Member suggested going back to the reserves on year three if the reserve was needed, <br />and now he is no longer opposed to using the reserves. On the School Resource Officer <br />(SRO) one Council Member would like to give it a little more time and have a dialogue with <br />the School District. <br /> <br />Mayor Foust concurred with approving "Package 1" and getting a little more information on <br />the SRO. She suggested this might be an opportunity to call the School Board of Trustees. <br />The consensus was to have this proposed cut remain in place but have staff get <br />additional information or maybe just extend it a couple of months. Mayor Foust <br />believes the newsletter reaches an important segment of the community and that is <br />something that needs to be taken in consideration. Mayor Foust, directing her comments <br />to the bargaining units, stated that the Council asks them to work with the Council on <br />employee expenses and how to curtail these costs. She asked the unions to work with the <br />City Manager, and Human Resources Director to talk about salaries, wages and retiree <br />health care benefits. <br /> <br />Mayor Foust thanked the City Manager and all of the Department Heads for their hard <br />work. Council Member Ira thanked staff for being proactive and "thinking out of the box" on <br />the issue of revenues. One Council Member said that the collaborative and sharing of the <br />positions is really appreciated. Mayor Foust said that this is a difficult process and that <br />Council takes these actions very seriously. <br />Council consensus was to accept the staff recommendation and come back on <br />November 9, 2009 with a resolution that formalizes approval of "Package 1" and <br />provide some additional information on specific items such as the School Resource <br />Officer. Receive update on Redevelopment <br />Agency's budget and the potential impacts of pending State takeaway. <br /> <br />Jeannie Young, Redevelopment Project Manager, presented an update on the <br />Redevelopment Fund (presentation on file). She announced the $4.3 million dollar <br />possible state takeaway and what staff's recommendations are. City Attorney Yamamoto <br />provided legal information on the course of action. Ms. Young shared upcoming deadlines <br />on the payment as well as the different approaches. She explained that staff recommends <br />scenario #4.
