Green Building Code Ordinance. <br /> <br />Recommendation: <br />1. Conduct a public hearing and second reading on adoption of the Green <br />Building Code (first reading on October 12, 2009). <br /> <br />Mr. Chang, Director of Building, Infrastructure and Transportation made himself available <br />to answer questions. There were none and Council stated its agreement with this action. <br />Mayor Foust opened the public hearing. There was no public comment. <br /> <br />M/S Ira/Pierce to close the public hearing. Motion carried unanimously by voice vote. <br /> <br />2. Adopt the Green Building Code ordinance and the resolution on local <br />conditions with the Finding of Facts pursuant to Government Code 950022.3. <br /> <br />M/S Pierce/Ira to adopt the ordinance. Motion carried unanimously by electronic vote. <br /> <br />ORDINANCE No. 2348 OF THE CITY COUNCIL OF THE CITY OF REDWOOD CITY ADDING <br />ARTICLE X OF CHAPTER 9 OF THE REDWOOD CITY MUNICIPAL CODE, CONSISTING OF <br />SECTIONS 9.180 - 9.185, THE "GREEN BUILDING CODE" (First Reading/Introduction October <br />12, 2009; published on October 16, 2009 and October 22, 2009) <br /> <br />RESOLUTION No. 14979 FINDING AND DETERMINING THAT, BECAUSE OF LOCAL <br />CONDITIONS, THE PUBLIC HEALTH, SAFETY, WELFARE, AND NECESSITY, REQUIRE THE <br />ADDITION OF ARTICLE X OF CHAPTER 9 OF THE MUNICIPAL CODE OF THE CITY OF <br />REDWOOD CITY ADOPTING A GREEN BUILDING CODE <br /> <br />3. Direct the City Clerk to file the adopted ordinance and resolution with the <br />California Building Standards Commission. <br /> <br />M/S Pierce/Aguirre to accept recommendations three and four as well as adopt the <br />resolution. Motion carried unanimously by electronic vote. <br />Minute-Order 09-229 <br />4. Direct the City Clerk and staff to prepare and file a letter to the California Energy <br />Commission requesting approval of the Green Building Code ordinance. <br />Minute-Order 09-230 <br /> <br />8. STAFF REPORTS <br /> <br />A. Public Outreach Plan for High Speed Rail in Redwood City. <br /> <br />Recommendation: <br />Accept the overview report, offer comments, and approve the Public Outreach Plan <br />presented on behalf of California High Speed Rail Authority and Caltrain. <br /> <br />Malcolm Smith, Public Information Manager, introduced the item before Council. He <br />clarified that no formal approval is required at this time and Council is merely being asked <br />to accept the report.
