<br />outreach. Mr. Garvey explained that the Environmental Impact Report will not be <br />completed until 2011. He reassured the Council that there will be substantial civic <br />discourse and it is his job to design an approach that fits each community. He plans to use <br />newspapers, emails, local media, etc. He provided details on a recently formed Policy <br />Working Group and one meeting has already taken place. <br /> <br />Council posed questions on the proposed outreach process and how it will obtain input <br />from various stakeholders ranging from businesses to local residents. The hot line for the <br />project was discussed and how this number will be given out. It was suggested that he use <br />the Chamber of Commerce as a resource. Mr. Garvey explained that in Redwood City he <br />is looking for opportunities to meet and engage the community. One Council Member <br />believes that it is a matter of responsibility for the City to disseminate information and <br />possibly have a link on our website. Another Council Member reiterated that Council <br />expects that the City will be a participant and will elicit feedback and get people involved. It <br />was suggested that Redwood Oaks as well as other neighborhoods closer to the tracks, be <br />contacted and notified. Another Council Member appreciated the sensitivity of a multi- <br />lingual approach to reach different segments of the population. <br /> <br />MIS AguirrelBain to accept the report as submitted. Motion carried unanimously by <br />electronic vote. Minute-Order 09- 231 <br /> <br />B. Finger Avenue Subdivision. <br /> <br />Recommendation: <br />1. Consider the applicant's response to the City Council's August 3, 2009 direction <br />as presented in the revised plans for a proposed residential development <br />project at 50, 80, and 88 Finger Avenue. <br />2. Take action, by motion, on applicant's appeal of the Planning Commission's <br />denial of the Planned Development Permit and make appropriate findings. <br />3. Take action, by motion, on the applicant's appeal of the Planning Commission's <br />denial of the Vesting Tentative Map and make appropriate findings. <br /> <br />Assistant City Attorney Joseph Aranda joined the Council at the dais and Mr. Yamamoto <br />stepped down. <br /> <br />Mayor Foust laid out the plan for the evening, explaining that staff would present first, and <br />then the developer would share his revised plans. She explained that there would be no <br />ceding of time and she acknowledged receipt of numerous emails on the matter. Mayor <br />Foust added that she would open a public hearing for the revised plan and the public was <br />free to comment on the revisions submitted by the developer. <br /> <br />Mr. Passanisi, Principal Planner, reviewed the prior Council actions and what had been <br />done since August (presentation on file). The developer Mr. McGowan addressed the <br />Council and his architect, Doug McBeth explained the improvements to the project. Mr. <br />McGowan then addressed the Council again and said the Architectural Review Board <br />(ARC) will have to do a final review of the revised plans. Mr. McGowan shared that he is <br />bringing market rate housing to Redwood City and there are many variables that need to <br />be considered.
